SUMMARY
The Assistant Operations Manager (AOM) supports the operational, administrative, and supervisory functions of EMS Field Operations. This role serves as a resource to Field Supervisors, facilitates the continuity of operational performance, and ensures timely completion of key operational processes. The AOM will perform supervisory, administrative, mentoring, technical, and operational tasks within EMS Operations.SPECIAL NOTE
This job has been designated as a Safety Sensitive Position by HCESD11. Public safety, as well as the safety of HCESD11 employees, requires that the employee in this position be able to always perform all essential functions at the highest levels. Therefore, this position is subject to frequent drug testing and requires reporting of all employee use of High-Risk Medications identified by HCESD11 and certification from the employee’s physician that such medications can be safely used while working. Because HCESD11 ’s ability to deliver emergency medical response depends on having a workforce that can be reliably scheduled, this job also requires regular and reliable attendance. This is a high-stress job that requires focus, engagement, and high performance in traumatic, physically demanding, emotionally charged, and life-threatening situations. The position involves exposure to serious and graphic injury to adults and children, including death and dismemberment. A high level of physical, mental, and emotional health is an essential requirement.ESSENTIAL FUNCTIONS
Assists the Operations Manager (OM) in the development, maintenance, and improvement of operational systems, workflows, and division-wide processes. Provides supervisory support to field personnel, ensuring consistent communication, guidance, and follow-through across all shifts. Monitors operational performance by tracking trends, analyzing data, conducting root-cause reviews, and reporting findings to leadership. Ensures compliance with internal policies, Standard Operating Procedures, Clinical Guidelines, Safety standards, and all applicable regulatory requirements. Participates in operational investigations, Just Culture reviews, corrective action processes, and safety/fleet incident follow-up. Coordinates administrative functions including scheduling support, payroll backup, staff assignments, attendance oversight, and review/approval of requests impacting operational readiness. Supports the education, onboarding, and professional development of field staff through training, participation in academies, supervisory meetings, and collaborative programs. Serves as a liaison between field staff, Command Staff, and supporting departments to ensure communication flow, alignment, and continuity of EMS operations. Participates in department and inter-department meetings, committees, and review groups to represent operational interests and communicate field-level trends. Assists in emergency preparedness and Incident Command functions during major incidents, disasters, or events requiring coordinated response. Maintains field-level credentialing and supports operational coverage by filling critical staffing gaps when required. Executes assigned tasks independently, demonstrates initiative in identifying and resolving operational issues, and performs additional duties as assigned by the OM or Chief Operating Officer. Other duties as assigned.QUALIFICATIONS
High School Diploma or GED equivalent, Bachelor’s degree in EMS Management, Public Safety Administration, Healthcare Administration, or a related field preferred. Minimum three (3) years of progressive EMS operations experience, including at least one (1) year in a leadership or management capacity. Comprehensive understanding of EMS operational systems, deployment strategies, scheduling, logistics, and quality improvement methodologies. Ability to obtain credentialing as an HCESD11’s Field Supervisor within 6 months of hire. Current Paramedic certification and valid Texas driver’s license in good standing. Current American Heart Association Healthcare Provider CPR card. Completion of NIMS ICS‑100, 200, 700, 800. Completion of ICS‑300 & ICS‑400 within 12 months of employment. NEMSMA SPO/MPO or ability to obtain within one year. Proficiency with Microsoft Office applications. Strong written, verbal, and interpersonal communication skills, with the ability to communicate professionally across all levels of the organization. Commitment to fostering a culture of professionalism, accountability, and continuous improvement. Any other requirements as determined by the Medical Director. Must not have been excluded by the OIG to participate in federally funded healthcare programs.PHYSICAL REQUIREMENTS
