Responsibilities Serves as the senior executive within the Capability Program Executive (CPE) Defensive Fires, Portfolio Acquisition Executive (PAE) Fires, ASA (ALT) responsible for leading the Army's portfolio of defensive fires capabilities, including air and missile defense interceptors, radars, counter-UAS, and related fire control systems. Serves as a policy and decision-making entity on matters arising with the Army complex regarding assigned systems. Oversees full-spectrum acquisition life-cycle activities, from concept development and prototyping through production, fielding, and sustainment. This position plays a critical role in enabling the Army's ability to defeat a wide range of aerial and missile threats across all echelons in support of joint and multi-domain operations. Acquisition Position Information: 1. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Army official, (i.e., the Army Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under Chapter 87 of Title 10, United States Code (U.S.C), Section 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737): -- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. 2. As this position is designated as a Key Leadership Position (KLP), which is a subset of a Critical Acquisition Position (CAP), the selectee must meet all required KLP certification standards at the time of assignment OR have an approved waiver signed by the Army Acquisition Executive. 3. "This critical acquisition position requires ADVANCED level certification in Acquisition Functional Area (ACF), PROGRAM MANAGER (PM)". Advanced level certification must be met within 4 years of appointment to the position. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: Must be a U.S. Citizen. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. You must be able to submit and pass designated and/or Random Drug Testing as required. File a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. You must be able to obtain/maintain the appropriate clearance and access level for this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Selectees for Army SES positions may be subject to reassignment that requires them to be mobile. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army. You must sign a mobility agreement. There is NO requirement to prepare a separate narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Mandatory Technical Qualification (MTQ). MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification. TQ: Demonstrated knowledge and executive-level experience in applying innovative acquisition strategies and stakeholder engagement to develop, procure, and field complex defensive systems in alignment with current and emerging federal acquisition regulations. This includes the application of both traditional and accelerated acquisition pathways to deliver critical capabilities such as air and missile defense solutions, counter-UAS technologies, and integrated fire-control systems that safeguard operational environments and enable multi-agency or joint mission execution. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. NOTE: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. SES Mobility: Organizational and geographical mobility is essential for SES leaders; individuals selected may be reassigned across geographic, organizational, or functional lines and may be required to sign a Reassignment Rights and Obligation Agreement.
