Water Quality and Grease Interceptor Inspector

Under supervision of the Assistant Director of Engineering and the Neighborhood Services Manager, the Water Quality and Grease Interceptor Inspector will be responsible for conducting field inspections, responding to complaints, and performing other various tasks related to water quality programs including regulation of grease interceptors, liquid waste haulers, illicit discharges, stormwater detention ponds and channels, stormwater erosion, site inspections of residential and commercial construction sites, and public education. Responsibilities Perform inspections, respond to complaints, and perform various tasks in environmental health and engineering programs, including fats, oil, and grease interceptor program compliance, illicit discharge detection, enforcement, and public education. Respond to and follow up on public inquiries and/or complaints. Work independently and ensure compliance of regulated facilities. Be familiar with sanitary sewer systems, working knowledge of sampling, maintenance, cleaning, and/or repair. Preferable proficiency in sampling and inspection of grease removal devices such as grease interceptors and grit traps. Conduct inspections of liquid waste hauler trucks for compliance with applicable rules and regulations. Conduct inspections of construction sites for compliance with SWP3 and MS4 requirements. Conduct and report inspections of existing public and private stormwater detention ponds for compliance with MS4 requirements. Assist engineers with MS4 record‑keeping duties. Maintain knowledge of current federal, state, and local regulatory requirements related to environmental health and storm water quality programs. Be proficient in proper handling of various chemicals, proper safety precautions, and PPE. Assist City staff with illicit discharge investigations, cleanup, and reporting requirements. Perform other duties as assigned; regular, reliable, and non‑disruptive attendance is essential, as is the ability to create and maintain professional, harmonious working relationships with others. Inspect properties to enforce ordinances concerning high grass and weeds, unsightly conditions, junk and abandoned vehicles, fences, trees and shrubs, and other property maintenance issues. Respond to complaints of potential code violations relating to temporary signs, nuisances, illegal dumping, or other code‑related matters. Conduct field investigations of potential violations; gather evidence; take photographs; interview complainants and witnesses; compare findings to code requirements, and issue warnings, notices of violation, correction notices or citations. Qualifications High School Diploma or GED and a minimum of one (1) year of experience in water quality or health‑related activities required. Must have a Texas Department of State Health Services Registered Code Enforcement Officer certification, or the ability to obtain it within six (6) months of hire. Knowledge of pertinent federal, state, and local laws, codes, and regulations. Knowledge of basic computer software and applications. Ability to accept, learn, and adapt quickly to changing technology. Ability to maintain confidential and private information. Ability to communicate clearly and precisely, both written and orally. Attention to detail, ability to set priorities and meet deadlines for multiple projects, teamwork with other departments, independent work with minimal supervision, rational judgment in work‑related decisions, interpretation and enforcement of City ordinances, policies, and procedures, mediation of hostile situations, dispute negotiation, and establishment of effective working relationships. Operating Requirements Valid Class "C" driver's license with a good driving record as established by the City of Rowlett. Must report all traffic citations to the departmental Director or designee within two working days of receipt. Subject to on‑call duties during non‑working hours, and may be required to work nights, weekends, and holidays. Physical Demands and Work Environment Works both indoors and outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather; exposure to dust, odor, and toxic hazards encountered in water quality and grease interceptor operations. Lifts and carries up to 50 lbs.; must handle physical demands such as sitting, standing, walking, stooping, bending, twisting, and kneeling for extended periods of time. #J-18808-Ljbffr
