Overview

The Senior Manager, Financial Compliance and Touchpay Compliance Officer is responsible for ensuring the company's adherence to all relevant internal and external anti-money laundering (AML), Bank Secrecy Act (BSA), and Office of Foreign Assets Control (OFAC) regulations, guidelines, policies, and procedures for a payment facilitator. The Senior Manager will advise the executive management team as well as other stakeholders, focusing on some of the most important risks and issues facing the organization, and providing effective guidance to the business unit leaders.

This position is a hybrid opportunity based at the ViaPath office located in Dallas, TX.

Responsibilities

    Coordinate day-to-day compliance of the AML and OFAC program, including oversight of the Program, monitoring its effectiveness, and ensuring it is in compliance with current industry best practices, regulatory guidance, BSA regulations, and company policies and procedures.
  • Conduct thorough reviews of suspicious activity report (SARs) referrals to the bank, oversee the monitoring of transactions, and promptly investigate any potential red flags or anomalies.
  • Manage a team of Compliance professionals, including ensuring that they receive proper compliance training and education. Develop, attract and retain talent.
  • Conduct regular risk assessments to identify potential compliance vulnerabilities and develop strategies to mitigate risks related to money laundering, terrorist financing, and sanctions violations.
  • Recommend and ensure enhancements to the BSA/AML/OFAC/USA Patriot Act monitoring systems to ensure that appropriate parameters are in place to identify suspicious and/or fraudulent activity.
  • Establish and maintain all AML/BSA/OFAC related policies and guidelines.
  • Establish and maintain a Payments Compliance Oversight Program and Framework, ensuring adherence to all applicable Card and Debit Network requirements. This role will help drive assurance that all policies and procedures are created and/or current, complete and accurate according to the most current Card Brand and Network rules and guidelines.
  • Advise stakeholders of emerging risks, new or amended laws, regulations, or agency guidance and recommends and implements changes and controls to mitigate those risks and in support of ViaPath's business strategy.
  • Maintain effective internal controls related to compliance matters.
  • Provide subject matter expertise to the business in identifying, assessing, prioritizing, and managing AML and payments compliance risk.
  • Ensuring that periodic reviews are conducted to verify the effectiveness of the Program, including coordination of internal and external compliance audits.
  • Collaborate with auditors and regulators to provide requested documentation and respond to inquiries. Respond to exams, audit concerns, and oversee corrective action of all related compliance deficiencies.
  • Monitor and analyze developing industry and compliance trends and changes to laws and regulations pertaining to BSA/AML/OFAC/USA Patriot Act and Card and Network rules and guidelines; adapt policies as needed.
  • Maintain compliance with state licensing and federal registration requirements, including responsibility for ensuring the timely and accurate filing of quarterly and annual reports with state regulators and the Nationwide Multistate Licensing System & Registry and the Financial Crimes Enforcement Network.
  • Ensure proper recordkeeping as mandated by federal, state, and local regulations, as well as company policy.
Qualifications
  • Bachelor's Degree required
  • Minimum of 8 years of direct experience in risk, BSA, and compliance experience including 3 years of demonstrated experience performing compliance for a money transmitter or bank
  • Minimum of 5 years of experience managing teams focused on compliance
  • Ability to demonstrate that he/she has undertaken acceptable, current training on topics directly related to the Company's activities and the compliance officer role, including but not limited to OFAC, and USA Patriot Act within the financial services or fintech industry.
  • Must have Certified Anti-Money Laundering Specialists (CAMS) Certification
  • Deep understanding of the financial services industry - consumer financial services, payments, processing, financial technology, etc.
  • Demonstrated success working in a high transaction, large/complex/matrixed business environment within Financial Services
  • Strong interpersonal and communication skills with the ability to influence at all levels of the organization, while being able to simplify complex topics for understanding and critical decision making by Senior Leadership
  • Excellent problem-solving abilities and analytical skills; proven ability to effectively drive teams to meet challenging deadlines solving complex problems.
  • Strong work ethic, with an excellent use of discretion and judgment.
  • The role requires a keen eye for detail and a deep understanding of compliance frameworks. This person must also understand card brand acquiring regulations and how AML applies to acquiring.
  • Ability to organize, prioritize, and lead multiple deliverables simultaneously across a large, corporate environment.
  • Strong analytical and problem-solving skills, with the ability to make sound decisions and recommendations.
