Environmental Review Compliance Specialist - Part-time (hourly)

Location: Florida remote Job Overview ICF is seeking an On‑Call Environmental Review Compliance Specialist to join our Disaster Management Environmental Services practice. The role involves managing federal disaster recovery grants and carrying out strategic activities to mitigate disaster risks and reduce future losses in communities. What You Will Be Doing Assist with U.S. Department of Housing and Urban Development (HUD) National Environmental Policy Act (NEPA) compliance in accordance with 24 CFR Part 58 and local environmental regulations. Conduct fieldwork and prepare site‑specific environmental documentation. Complete site inspections as necessary. Provide environmental subject‑matter expertise for HUD‑funded programs, including housing, buyouts, acquisitions, and infrastructure repair. Review environmental documentation prepared by contractors for compliance and accuracy. What We Need You To Have (minimum Qualifications) Bachelor’s Degree in Natural or Physical Science, Environmental Management, Environmental Planning, or related disciplines. At least 2 years of professional experience providing environmental review under federal and state regulations (e.g., NEPA, Clean Water Act, RCRA, ESA). What We Would Like You To Have (preferred Qualifications) Experience supporting HUD CDBG‑DR programs, including authoring or reviewing area‑wide (Tier 1) and site‑specific (Tier 2) environmental reviews, preparing or reviewing EAs and CESTs, and developing guidance or policy documents. Ability to conduct field work and site visits in support of environmental reviews, with familiarity with HUD regulations at 24 CFR Part 58. Strong organizational skills and attention to detail, with ability to prioritize and multitask under strict deadlines. Strong problem‑solving skills and demonstrated ability to succeed with new and challenging tasks. Excellent written and oral communication skills.
