Accountant
Workforce Solutions
Position Purpose:
Supports the financial operations of the Workforce Solutions by maintaining accurate financial records and preparing reports for internal and external stakeholders to support informed decision-making. Monitors income and expenditures and ensures financial activities comply with all applicable rules and regulations, as well as generally accepted accounting principles (GAAP).
Essential Functions and Basic Duties:
- Prepares monthly and annual financial statements, projections and reports for the Workforce Solutions Board, Department of Labor, external funding agencies, auditors and other stakeholders.
- Analyzes accounting records, trends and expenditures to support budgetary planning and grant reporting, as well as ensure compliance with all applicable rules, regulations, policies, procedures and adherence to GAAP standards.
- Develops, maintains and analyzes budgets and prepares summary reports, general ledger balances and trial balances.
- Processes and computes payroll, reviews and maintains payroll distribution codes, and prepares tax payments and fringe benefit payments.
- Processes accounts payable and receivable transactions, enters cash receipts, reconciles invoices, reviews vendor documentation, processes travel vouchers, and classifies, codes and balances purchase orders.
- Receives and reviews cash draw requests, wire transfers, journal entries and payments.
- Reviews expenditures and conducts major and minor allocations based on budgetary limits; maintains system controls to provide accurate records of expenditures and budget balances to agency programs.
- Prepares bank reconciliations, researches discrepancies, and prepares flexible spending account reports.
- Sets up and maintains grant contracts in relevant software systems; manages grant funds in accordance with funding agency requirements; prepares contracts, contract amendments.
- May be assigned to specific financial transactions or specialty areas and provide backup to other accounting personnel, as needed.
- Performs other duties as required or assigned.
Minimum Qualification Requirements:
Bachelor’s degree and three (3) years of job-related experience. Relevant work experience may substitute for the required education at a rate of two (2) years of relevant experience for each one (1) year of required education. Must obtain Certified Texas Contract Manager (CTCM) certification within six (6) months of hire. Bilingual in English and Spanish strongly preferred.

Employees must communicate distinctly with appropriate pauses and emphasis, correct pronunciation, and variation in word order using present, perfect and future tenses in English.
Working Conditions:
Work is generally performed in an office setting with a moderate noise level. Work involves occasional travel to designated sites or locations to attend work-related meetings, conferences and trainings. Tight time constraints and multiple demands are common.
