Job Summary This position is responsible for developing, organizing, planning, leading, and directing clinical and management activities for the Emergency Department, in accordance with hospital policies and procedures. Accountable for daily operations and oversight of nursing practice and patient care delivery. Participates as a member of the health care team in maintaining continuity and quality of patient care. Contributes to organizational operations and supports the mission by fostering interdepartmental communication/collaboration. Demonstrates a high level of ability in leadership, supervisory skills, problem solving, patient advocacy and public relations. Job Specific Duties and Responsibilities 1. Manages and evaluates the clinical operations, programs and resources of the assigned clinical areas to assure the safe and appropriate delivery of care. 2. Ensures that all activities are conducted in a timely and cost-effective manner and in compliance with organizational values, professional standards, internal policies and applicable regulatory requirements. 3. Participates in the development of and implements new clinical systems, programs and policies to enhance existing services and raise the standard of care for the patient population served. 4. Oversees the resolution of daily clinical administrative and operational issues. Rotates Administrator On Call duty. 5. Ensures all aspects of clinical operations are conducted and documented in compliance with relevant internal policies, standards, procedures, and applicable regulatory and accrediting body requirements. 6. Participates in annual budget process, reviews revenues and expenses, completes Departmental Operating Reports (DOR) on a monthly basis. 7. Participates, as a key member of the management team for the assigned clinical function, in the development of strategies, initiatives and programs addressing matters such as: provision of new services or programs, standardization of procedures across the organization, maximizing resources, improving cost-effectiveness of clinical services provided, enhancing patient outcomes, satisfaction and other issues of similar complexity and consequence. 8. Collaborates with other departments such as pharmacy, ambulatory clinics and outpatient procedure unit to ensure timely outpatient services are available. 9. Assists as needed in the Emergency Department. Acts as a resource during times of high volume or acuity working with the Emergency Department charge nurse to ensure safe quality care is always provided. 10. Assumes authority and responsibility for hospital operations in the absence of Director of Nursing Services and Chief Nursing Officer. 11. Co-leads Unit Based Team and Staffing Committee for unit. 12. Engages with both internal and external partners to advance the Summit Pacific mission and vision. Participates in professional groups/associations. Participates in or leads work groups, projects and committees as assigned. 13. Performs special projects and other related duties as assigned. Organizational Responsibilities In addition to the duties and responsibilities listed above, leaders are expected to support and uphold the Summit Pacific mission, vision and values; comply with policies, procedures, and regulatory requirements; and conduct themselves in an ethical, professional, respectful, and collaborative manner. Required Education and Experience • Bachelor’s degree in Nursing (BSN). An equivalent combination of education and experience in a setting that demonstrates attainment of the requisite job knowledge/abilities may substitute, pending confirmation of BSN in progress. • Three (3) years of recent nursing experience in a hospital setting. • Three (3) years as a charge nurse/supervisor or one (1) year of management experience. • Emergency Department or Critical Care experience, preferred. Required Licenses, Certifications and/or Registrations 1. Current and unrestricted Registered Nurse license in WA State 2. Current Basic Life Support (BLS), Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS) certifications. 3. Trauma Nurse Core Course (TNCC) certification, preferred. 4. National certification, preferred (CEN, CCRN, CMSRN) Required Knowledge, Skills, Abilities 1. Knowledge of practice management/clinic administration and operations, and patient/customer relations. 2. Knowledge of population health and care coordination/care management strategies and practices. 3. Knowledge of nursing principles and procedures; knowledge and skill in techniques of good patient care. 4. Proficient in the use of current technology, including Microsoft Office products. Ability to learn and effectively use electronic medical records and other systems and equipment. 5. Professional and effective written and verbal communication skills. Ability to identify and employ communication strategies appropriate to the audience. Ability to maintain accurate documentation and records in a timely manner. 6. Strong data analytics and reporting skills. 7. Demonstrated skill in process improvement, planning, organizing, and change management. 8. Knowledge of the Patient Centered Medical Home practice model. 9. Ability to cultivate effective partnerships and work in collaboration with providers, other health care professionals, staff, patients and community members. 10. Strong leadership, facilitation, delegation, and coaching skills. 11. Ability to work independently performing a wide variety of assignments that require the use of independent judgment, systems-thinking, problem-solving, organization, and prioritization skills.
