Program Analyst

Program/Acquisition AnalystPolyCon Solutions seeks a full-time Program/Acquisition Analyst to support our prime contractor and Federal Aviation Administration (FAA) client on-site at FAA Headquarters in Washington, DC. The position will support FAA's Office of Aviation Policy and Plans (APL-11) and the new ASE organization with contract, administrative, and FOIA support.Responsibilities:Support the procurement process for Grants, Interagency Agreements (IAAs), Contracts, and Reimbursables.Support acquisition planning activities, including market research, acquisition strategy documentation, and coordination with program stakeholders.Review procurement documentation for compliance with federal acquisition policies, FAA procedures, and program requirements.Track and analyze financial and budget operations.Assist in developing and updating Standard Operating Procedures (SOPs) as needed.Develop and maintain reports and other procurement-related documentation.Develop, draft, and update Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs).Ensure all required documentation is complete and accurate for procurement packages.Coordinate with stakeholders to support timely and compliant procurement activities.Administrative Support:Support executives and technical actions for the FAA Administrators, management team, and staff-including logistical support, administrative briefings, and urgent action items.Directly responsible for the development and finalization of all documents delivered to the Chief Administrative Officer, internal and external stakeholders, as well as Congressional hearings.Utilize internal systems (e.g., SharePoint, Outlook, Teams, E2, Concur, or agency-specific tools) to manage workflows and communication.Coordinate and manage domestic and international travel arrangements, including processing country clearances, travel authorizations, and expense vouchers while adhering to federal travel guidance and budget parameters.Conduct in-depth research to lead and/or support FAA staff with special projects and routine tasks.Draft, maintain, and finalize official correspondence in FAA's Electronic Documents Management System (EDMS).FOIA Support:Provide support services relating to Freedom of Information Act (FOIA) processing to include the answering and routing of incoming calls; photocopying; preparing memoranda and letters; and scanning documents for electronic use.Initiate or conduct the search for respective records, review records, and recommend appropriate FOIA exemptions.Contact the appropriate FAA component to collect responsive records, coordinating with other FAA components as necessary.Coordinate with FAA Legal Counsel to determine proper application of the FOIA to the draft response letter and responsive records.Make appropriate corrections to the draft response letter and/or records as required by the FAA.Ensure the final response letter with the FAA is ready for signature by the appropriate FAA signatory party, appropriate redactions applied, and sanitized (i.e., live hyperlinks, review comments, and notes removed).Upload appropriate documentation in the FAA FOIA management system and close out requests accordinglyRequired Qualifications:Ability to commute to FAA Headquarters, 800 Independence Avenue SW, Washington, D.C. 20024Experience developing, drafting, or updating Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs) supporting procurement or acquisition activities supporting the federal government.Experience preparing and reviewing procurement packages and supporting documentation.Excellent written communication skills are a must.
