Business Process Analyst in Oklahoma City, OK_ Hybrid W2 ContractThe BPA will manage assigned activities and deliverables within scope, maintain effective stakeholder relationships, identify and help remove barriers, and escalate risks or issues as needed to support successful initiative outcomes.Key ResponsibilitiesBusiness Process Analysis and ImprovementGather, analyze, and evaluate information related to agency business processes and standard operating procedures (SOPs).Identify inefficiencies and recommend improvements to standardize, streamline, and improve operations.Conduct gap analysis and root cause analysis and develop actionable recommendations to improve processes, systems, SOPs, workforce utilization, and management functions.Strategic Initiative and Project SupportSupport the planning, coordination, implementation, execution, monitoring, and completion of finance-related strategic initiatives.Create, develop, and maintain project plans, milestones, action items, and other tools needed to achieve strategic initiative goals.Coordinate with initiative leads, sponsors, and stakeholders to maintain alignment on scope, timelines, deliverables, and expected outcomes.Identify blockers, risks, and issues; support resolution and escalate concerns when appropriate.Feasibility, Risk, and Optimization AnalysisAnalyze and evaluate proposed business process changes before implementation.Conduct feasibility assessments and risk analyses and develop optimization strategies to support informed decision-making.Provide recommendations based on available data, process findings, stakeholder input, and operational requirements.Performance Management and ReportingDevelop and maintain performance management dashboards and reporting tools for strategic initiative leads, sponsors, and TMO leadership.Track and report key performance indicators (KPIs), milestones, risks, and initiative progress.Support clear, accurate, and timely communication of performance information to leadership and stakeholders.Change ManagementApply change management practices in accordance with agency and TMO guidance.Support stakeholder engagement, communication, readiness, and adoption activities associated with process, system, or operational changes.Compliance and DocumentationEnsure assigned activities and deliverables adhere to applicable federal, state, and agency requirements and documented guidelines.Develop and maintain clear process documentation, reports, recommendations, SOPs, and other materials necessary to support implementation and sustainability.Facilitation and Stakeholder EngagementLead and facilitate meetings, workshops, workgroups, and other collaborative activities, particularly when an independent or neutral facilitator is beneficial.Engage professionally with stakeholders at multiple organizational levels and support cross-functional collaboration.Communicate findings, recommendations, risks, and decisions clearly to technical and non-technical audiences.Knowledge, Skills, and AbilitiesExperience with business process improvement, process analysis, Agile, Lean Six Sigma, project management, or related methodologies.Strong analytical, problem-solving, and decision-making skills, including the ability to evaluate complex information and develop practical recommendations.Ability to develop and use performance measures, dashboards, reports, and other tools to monitor progress and communicate results.Strong proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Teams; experience with Power BI or similar reporting tools is beneficial.Excellent written and verbal communication skills with the ability to interact professionally with staff, leadership, and stakeholders at all levels.Strong organizational and time-management skills with the ability to manage multiple priorities, assignments, and deadlines.Ability to facilitate group discussions, build stakeholder alignment, and support resolution of cross-functional issues.Strong attention to detail and commitment to producing accurate, high-quality deliverables.Preferred QualificationsProfessional experience in business analysis, process improvement, project management, performance management, or a related field.Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement efforts.Experience working in government, public health, finance, or another regulated environment is preferred.Experience developing executive-level reports, dashboards, process maps, SOPs, or implementation documentation.Lean Six Sigma, project management, change management, business analysis, or related professional training or certification is preferred.Key Success FactorsSuccessful performance in this position requires the ability to combine structured analysis with practical execution. The BPA should be able to understand current-state operations, identify improvement opportunities, translate findings into actionable plans, coordinate stakeholders, monitor performance, and help move strategic initiatives from planning through implementation and completion.
