Director of Student Services

Primary Purpose:
Coordinate and lead the district's federal/special programs. Collaborate with district staff to formulate, develop, implement, and evaluate federal/special programs and to ensure educational opportunities for all students. Provide leadership support to Counselors, Nurses, and District Mental Health Counselors. Ensure district compliance with State and Federal law as it pertains to all areas of responsibility.


Qualifications:


Education/Certification:

• Master's degree in Educational Administration
• Valid Texas administrative certification

Special Knowledge/Skills:

• Knowledge of wrap around student services
• Experience working collaboratively with school counseling and MTSS processes or systems
• Ability to evaluate instructional programs and effectiveness
• Ability to implement policy and procedures
• Ability to interpret data
• Strong communication, public relations, and interpersonal skills

Experience:

• Three years' experience as a classroom teacher
• Three or more years of campus administrator experience preferred

Major Responsibilities and Duties:


Federal Programs:

• Evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district
• Advise Superintendent or designated administrator of the financial and administrative impact on the district of current and impending legislation
• Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/special funding of programs
• Evaluate all requests for projects and programs requiring federal/special money
• Serve as the district's Student Title IX Coordinator
• Compile budget and cost estimates based on documented program needs
• Prepare and submit standard applications for federal funds to Texas Education Agency (TEA)
• Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines and ensure that programs are cost effective and managed wisely and implement changes based on the findings
• Serve as liaison between school and other agencies on federally funded joint projects
• Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals regarding federal/special programs
• Plan and conduct parent meetings, including parent advisory committee meetings
• Compile, maintain, and file all reports, records, and other documents required, including mandatory financial reports to TEA
• Work with HR Coordinator to ensure time and effort training and compliance and perform collection of time and effort documentation for federally funded positions

Guidance/Counseling Program:

• Assist the district's Lead Counselor in overseeing the district's guidance and counseling program with planning, developing, coordinating, training, and providing leadership towards accomplishing program goals
• Assist counselors in establishing and maintaining a consistent process for enrollment of students: power of attorney, proof of residence, student transfer, and homeless students, as needed
• Serve as the district's McKinney-Vento and Foster Care Liaison
• Serve as district liaison to community agencies providing services to students and notify parents and students of available services
• Lead district efforts, through campus counselors and staff, regarding the District's suicide prevention/protocols. Evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district and make recommendations regarding participation
• Supervise Whole Child Specialist
• Assist with the collection, processing, and distribution of at-risk data and interpret this information for guidance, administrative, and instructional purposes as needed

Health Services Program:

• Assist the district's Lead Nurse in overseeing the district's health services program with planning, developing, coordinating, training, and providing leadership towards accomplishing program goals
• Assist Lead Nurse in coordinating Student Health Advisory Council (SHAC) meetings
• Assist Lead Nurse in submitting required annual reports to the Department of State Health Services (DSHS)

Other:

• Oversee the State Compensatory Education Program
• Oversee the district's random drug testing program
• Demonstrate behavior that is professional, ethical, and responsible
• Comply with district policies, as well as state and federal laws and regulations
• Adhere to the district's safety policies and procedures
• Maintain confidentiality in the conduct of district business
• Must be able to perform the essential functions of interacting with students and/or district employees in the specific work site assigned
• Demonstrate regular and prompt attendance
• Other duties as assigned
