Grants Management Specialist- BIL DIRECT HIRE

Summary The serves as a Grants Management Specialist within a FTA Regional Office. This position is responsible for providing developmental work experience. The serves as a Grants Management Specialist and participates in the management of the grants application, award, and implementation process. Duties As a Grants Management Specialist, you will: Assist in the analysis of applications, provides advice and funding recommendations for the development and preparation of complex grants, specifically for a broad range of projects as well as a wide variety of applicants including state and local governments, government sponsored authorities and corporations, and joint ventures. Assist in the drafting internal grant policies and procedures for designate departments and provide assistance under the grants assistance programs. Provide program staff, and other grantees with technical assistance, including the interpretation of and application of grant laws, regulations, policies, and procedures in assigned areas. Evaluate recipients' disbursement requests and provides feedback to senior specialists on recommendations for approval or disapproval, usinf fact-finding and analytical techniques and methods used to gather, evaluate, and summarize information and draw conclusions. Monitor, review, and maintain tracking systems for incoming grant actions, grantee reports, disbursement requests, and other grant management documents and prepare reports and reconcile monthly. The ideal candidate is an individual who is seeking a challenging career in work that involves implementing and managing Federal grants and cooperative agreements and providing grants-related assistance and services that anticipates substantial involvement between the executive agencies, acting for the Federal government, and the State or local government, or recipient during performance of contemplated activity. Requirements CONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed). BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience applying grant analysis principles and program requirements to evaluate, assess, and make recommendations related to the review of grant proposals. Experience providing technical assistance or guidance to grant recipients and stakeholders on grant administration matters, such as financial compliance, internal controls, or efficient grant management. Experience performing grant monitoring activities, including reviewing recipient reports and disbursement requests, and maintaining grant tracking systems or databases to support management reporting and file maintenance. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. Data Management- Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Oral and Written Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience applying automated grant management and budgetary systems to resolve issues, develop and analyze reports, manage grant resources and develop recommendations for systems and/or business process changes. Experience analyzing and evaluating complex grant applications or financial assistance requests to ensure compliance with applicable policies, regulations, and program requirements, and developing funding recommendations. Experience providing technical guidance and assistance to stakeholders on the establishment, management, and close-out of grants or cooperative agreements, including monitoring compliance and interpreting policies. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience applying automated grant management and budgetary systems to resolve issues, develop and analyze reports, manage grant resources and develop recommendations for systems and/or business process changes. Experience in preparing and applying federal financial assistance (grant and cooperative agreement) legislation, regulations, policies, and processes to organization-wide policy and guidance. Experience in the full life-cycle administration of complex federal grants or cooperative agreements, including analyzing applications for compliance, performing post-award monitoring, resolving issues related to fund obligations or program requirements, and initiating grant closure actions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Grants Management- Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Grants Management Laws, Regulations, and Guidelines- Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Customer Service- Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. Data Management- Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.
