Job DescriptionWe're looking for aPolicy Analyst to provide advice and guidance to contracting officials, research and interpret statutes, regulations and prime contract requirements to apply to procurement policies and specific procurements. Policy Analysts work with key stakeholders across the Lab and with other government and contractor partners in developing policies and leading major change initiatives. You will report tothe Policy Group Leader. Hybrid telecommute work options are available for this position.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
- Apply and interpret established procurement policies, procedures, and processes, including those that are complex and may require in-depth analysis and interpretation; ensure compliance with internal and external business standards, and Department of Energy/National Nuclear Security Administration (DOE/NNSA) requirements.
- Solve complex problems that are diverse and multi-faceted in scope; analyze and interpret multiple factors and criteria; independently select methods and techniques to develop practical solutions.
- Support procurement oversight activities, including preparing responses to audits and reviews of the procurement function; conducting compliance and data-quality reviews; and contributing to metrics that track team progress toward goals . Provides advice and recommendations on the review and analysis of various procurement policies, procedures and programs/projects.
- Serves as a knowledge resource to Laboratory personnel, vendors, and peers, providing guidance and resolving issues associated with assigned procurement compliance areas, purchase orders, and subcontracts. Participate on Contract Review Boards and train and mentor team members on procurement policies, procedures, and compliance topics.May plan long-term project activities for self and others that impact the group or department.
- Make decisions regarding guidelines, policies, procedures or project parameters; provides input and recommendations on complex and/or technical decisions regarding the direction or operation of the team or group.
Additional job responsibilities, at the F04.4 level
- Applies and interprets established procurement policies, procedures, business ethics, and processes including those that are complex and/or technical in nature and may require in-depth analysis and significant interpretation. Ensures compliance with internal and DOE/NNSA requirements.
- Solves unique and highly complex problems that are diverse and multi-faceted in scope; analyzes and interprets multiple factors and criteria; independently selects methods and techniques to develop creative and practical solutions.
- Prepares responses to audits and reviews of procurement functions.
- Contributes to the Laboratory's procurement function and leads the implementation of policies, procedures and projects within the organization.
- Serve as a senior-level technical resource and organizational spokesperson for complex and technical procurement actions, influencing internal and external stakeholders toward workable solutions on strategic procurement issues.Exerts significant latitude in determining assignment objectives and plans major project or program deliverables that impact the Laboratory.
- Make decisions regarding guidelines, policies, procedures or project parameters; provide input and recommendations on complex technical decisions regarding the direction or operation of the Laboratory.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor's degree in business administration or related field, or equivalent combination of education and related experience.
- Experience with decision making, problem solving, and analytical skills to resolve issues.
- Working and practical knowledge of theories, practices, procurement techniques and methods including Federal Acquisition Regulations (FAR), and/or DOE Acquisition Regulations (DEAR), Cost Accounting Standards (CAS), business law, government regulations, commercial business practices and Generally Accepted Accounting Principles (GAAP).
- Significant experience negotiating all aspects of unusual and/or complex subcontracts. Includes negotiating terms and conditions with input from others. May negotiate claims and requests for equitable adjustments.
- Significant experience administering subcontracts with unusual and/or complex terms and conditions, including knowledge of government and commercial contracts for diverse products and services.
- Advanced written and verbal communication skills with ability to persuasively articulate, develop, write and document complex contractual decisions.

- Extensive working and broad practical knowledge of theories, practices, procurement techniques and methods including Federal Acquisition Regulations (FAR), and/or DOE Acquisition Regulations (DEAR), Cost Accounting Standards (CAS), business law, government regulations, commercial business practices and Generally Accepted Accounting Principles (GAAP).
- Excellent written and verbal communication skills. Ability to write clear, concise, and persuasive memoranda documenting facts and analysis, and explaining complex contractual decisions made during the evaluation, negotiation, and source selection process.
- Extensive project management experience. May require experience training and mentoring procurement professionals.

- Demonstrated ability to effectively use AI tools and technologies to improve work quality and productivity.
- Experience with Oracle, SharePoint.
- Willingness and ability to travel in support of DOE/NNSA, and other federal sponsors.
Pay Range
$114,900 - $168,852 Annually
$114,900 - $140,712 Annually for the F04.3 level
$137,910 - $168,852 Annually for the F04.4 level

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
