HR Operations Officer
This position serves as the HR Operations Officer and reports directly to the Chief Administrative Officer. Responsibilities include management of the entire employee life cycle – recruitment, onboarding, development, retention, and separation; oversight of supported employment for staff and interns with neurodevelopmental conditions; management of the non-employee (e.g., clinical externs, volunteers, observers) onboarding and tracking; administration of the MIND Institute International Training Program in Neurodevelopmental Disabilities; and coordination of space assignment and equipment tracking. In addition, the incumbent serves as the subject matter expert in human resources for the department and is responsible for the interpretation, implementation, and compliance with UCDH HR policies and procedures. This position requires a highly independent professional possessing analytical, organizational, attention to detail, and effective communication skills. The incumbent receives minimal instruction for daily assignments and must be able to independently prioritize competing projects to execute them on time and accurately. The incumbent possesses broad HR knowledge, analyzes problems/issues, and demonstrates good judgment in selecting methods and techniques for obtaining solutions. Lastly, the HR Operations Officer needs to have strong customer service skills to serve a wide variety of MIND Institute constituents, including faculty, clinicians, trainees, and staff on the Sacramento and Davis campuses and external clients.
Minimum Qualifications: For full consideration, applicants are encouraged to upload a license and/or certification if required for the position. Bachelor's degree in organizational studies, community and regional development, business administration, psychology, or related area, and/or equivalent experience and training. Experience with managing human resources – recruitment, onboarding, development, retention, and separation, and with interpreting, advising, and implementing human resources policies and procedures. Experience utilizing supported employment techniques for individuals with neurodevelopmental conditions and/or intellectual disabilities and experience providing excellent customer service to diverse clientele (e.g., faculty, clinicians, staff, trainees, patients, research participants, vendors, etc.). Experience using Microsoft Office 365, web browsers, and database applications. Expertise in the principles, policies, and procedures of human resources management, including but not limited to recruitment, classification administration, training and development, employee and labor relations, retention, and separation. Ability to interpret, advise, and implement human resources policies and procedures. Possess knowledge and/or experience supporting employment for individuals with neurodevelopmental conditions and/or intellectual disabilities. Knowledge of and ability to interpret policy and facilitate compliance with US Immigration and Naturalization laws for international scholars in a university setting. Strong interpersonal skills, including verbal and written communication, active listening, critical thinking, advising, and counseling skills. Ability to exercise professional judgment, discretion, and tact, maintain confidentiality, use creativity and decision-making to assess situations and needs, and identify problems and develop solutions/strategies within the scope of this position. Demonstrated understanding of when reporting is required. Exhibit diplomacy, composure, and flexibility to interact and build productive, collaborative, and effective relationships with faculty, clinicians, staff, and trainees to promote a cohesive team environment. Demonstrated ability to handle difficult or volatile situations/individuals effectively. Demonstrated skills and abilities in short-term planning, anticipating needs, setting goals, multitasking, and completing follow-up to meet deadlines with good attention to detail. Ability to work independently as well as in a team.

Department Overview: The MIND Institute is a research and clinical center whose mission involves awareness, understanding, and treatment of the challenges associated with neurodevelopmental conditions. It is a matrix organization and encompasses over 250 faculty and staff from 14 academic departments, with an annual operating budget of approximately $4 million, contract awards totaling approximately $16 million, and gifts and endowments valued at approximately $14 million. The MIND Institute also houses 2 sponsored center grants: the Intellectual and Developmental Disabilities Research Center (IDDRC - NIH), University Center for Excellence in Developmental Disabilities (CEDD - AUCD), 3 federally sponsored training grants: Developmental Behavioral Pediatric Fellowship Program (HRSA), Leadership Education in Neurodevelopmental and Related Disabilities (LEND - HRSA), and a Behavioral Health Workforce Education and Training (HRSA).
