Clinical Services Manager

Role Description


The Clinical Services Manager is a full-time, on-site role based in Norfolk, VA. The individual in this role will oversee the delivery and management of both the Outpatient Therapy Program and the Mental Health Skill Building Program, ensuring high-quality, coordinated behavioral health care across service lines. This leader is responsible for the clinical, operational, and administrative oversight of both programs, including supervising licensed therapists, Qualified Mental Health Professionals (QMHPs), and support staff.

Key responsibilities include:

• Providing direct clinical and administrative supervision for staff across the Outpatient Therapy and Mental Health Skill Building Programs.
• Ensuring service delivery aligns with DBHDS, DMAS, and Medicaid requirements, as well as applicable state and federal regulations.
• Overseeing intake, assessment, treatment planning, and service authorization processes for both programs.
• Monitoring clinical documentation, service notes, and outcomes to ensure compliance, medical necessity, and quality of care.
• Evaluating program effectiveness through data review, audits, and continuous quality improvement initiatives.
• Leading staff recruitment, onboarding, training, and professional development across both programs.
• Collaborating with internal leadership and external stakeholders-including referral sources, MCOs, community partners, and licensing bodies-to expand access to and improve the quality of mental health services.
• Supporting crisis response, risk management, and clinical decision-making for complex cases across the two programs.

Qualifications

• Comprehensive knowledge and experience in behavioral health and mental health practices, including both outpatient therapy and community-based services such as Mental Health Skill Building.
• Proven expertise in program development and implementation to enhance service delivery across multiple program lines.
• Demonstrated experience providing clinical supervision to licensed clinicians and QMHPs, including mentoring and guiding multidisciplinary clinical teams.
• Strong background in psychology and clinical practice, including theory, application, and evidence-based therapeutic interventions.
• Working knowledge of Virginia DBHDS licensing regulations, DMAS Medicaid requirements, and documentation standards for Outpatient Therapy and Mental Health Skill Building services.
• Exceptional leadership, organizational, problem-solving, and communication skills.
• Commitment to ensuring compliance with state and federal regulations and maintaining audit-ready programs.
• Licensure as a Clinical Social Worker (LCSW) in Virginia is required.
• Board-Approved LCSW Supervisor is required.
• Prior experience overseeing outpatient behavioral health services and/or community mental health programs is strongly preferred.
