Position Summary

GD Resources is seeking an Executive Secretariat Program Manager to manage Walter Reed National Military Medical Center's Publications and Issuances Program. This position will serve as a central authority for the development, coordination, review, approval, publication, maintenance, and cancellation of official policies, administrative instructions, procedures, and related forms.

The Program Manager will work with senior leaders, directorates, legal counsel, clinical reviewers, and administrative stakeholders to ensure that publications are accurate, properly coordinated, decision-ready, and compliant with applicable Department of Defense, Defense Health Agency, and Walter Reed requirements.

Key Responsibilities

• Manage the complete lifecycle of Walter Reed publications, policies, administrative instructions, and issuances.
• Review documents for proper format, structure, clarity, completeness, enforceability, and regulatory compliance.
• Ensure consistency among policies, procedures, forms, and related materials.
• Return incomplete or noncompliant products to originating offices with clear corrective guidance.
• Coordinate administrative, legal, clinical, safety, records-management, and leadership reviews.
• Monitor staffing and approval cycles and follow up on overdue actions.
• Maintain a centralized tracking system for publications and issuances.
• Maintain the official publications repository, including document status, version control, accessibility, and periodic reviews.
• Archive or cancel obsolete and superseded publications in accordance with records-management requirements.
• Develop templates, formatting standards, operating procedures, and guidance for publications.
• Train and assist Walter Reed directorates in developing and revising publications and issuances.
• Prepare status reports, performance metrics, trend analyses, and leadership briefings.
• Support executive correspondence, task tracking, records management, and forms management during absences or surge periods.
• Draft, edit, and proofread executive-level products, including talking papers, briefs, memoranda, and official responses.

Minimum Qualifications

• Bachelor's degree in business administration, communications, public administration, or a related field; equivalent relevant experience may be considered.
• At least five years of executive-level administrative, program-management, or Executive Secretariat support experience in a federal or military environment.
• Experience managing official correspondence, publications, records, or task-tracking systems for a senior-level office.
• Experience interacting with senior officials and their staffs.
• Knowledge of federal or military command structures, correspondence management, records management, and administrative policies.
• Advanced proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and SharePoint.
• Excellent executive writing, editing, proofreading, analytical, and problem-solving skills.
• Ability to become proficient with Government correspondence-tracking and Executive Secretariat SharePoint systems within 30 days.
• Ability to obtain and maintain required Government facility, CAC, network, and background-investigation access.

Preferred Qualifications

• Experience supporting the Department of Defense, Defense Health Agency, a Military Treatment Facility, or a comparable federal organization.
• Knowledge of DoD correspondence-management guidance, including DoD Manual 5110.04.
• Experience managing publication repositories, version control, forms, and records disposition.
• Experience briefing senior executives, flag officers, SES personnel, or GS-15 leadership.

Work Requirements

The position is primarily performed on-site, Monday through Friday in a high-tempo, deadline-driven environment. The Program Manager must be capable of working independently, enforcing established standards, and coordinating across multiple directorates and senior stakeholders.
