Senior Health Care Fiscal Analyst (NY HELPS) - 64322

Duties The Senior Health Care Fiscal Analyst (SHCFA) will be responsible for Personal Service Agreements which involve developing, preparing, and processing contracts, amendments, renewals, and procurements in accordance with NYS Finance Law, procurement guidelines, and agency policies. Description The SHCFA will develop, prepare, and process proposal documents as the Procurement Coordinator. They will coordinate the submission of contracts and contract documents to oversight agencies (e.g., Office of NYS Comptroller, Division of Budget, Attorney General, Division of Health Legal) and respond to questions or requests for additional information. The SHCFA will communicate with vendors regarding contract requirements, deliverables, and compliance issues, while monitoring contractor performance and assisting program staff in ensuring deliverables are met in accordance with contract terms. They will prepare reports, spreadsheets, and correspondence related to contract activities and procurement status. The SHCFA will provide guidance to program staff on contract processes, procedures, and documentation requirements and assist with audits, FOIL requests, and internal reviews by gathering documentation and responding to inquiries. They will ensure adherence to internal controls and risk mitigation practices throughout the contract lifecycle. The incumbent will participate in and support monthly Bureau of Contract (BOC) meetings by providing updates on procurement activities and contract status. They maintain and update contract tracking tools to monitor the status, progress, and compliance of all procurements in accordance with established guidelines. Prepare, review, and submit B1184 & PTP procurement request forms in compliance with applicable State laws, rules, and agency procedures. They coordinate procurement activities with the Business Services Center (BSC), providing technical guidance and oversight to purchasing staff in the preparation and entry of purchase requisitions and purchase orders within the Statewide Financial System (SFS), as well as creating and awarding RFQs (Request for Quotation). They develop, review, and submit Executive Deputy Commissioner’s Certification (EDCC) documentation to the Division of Health Facility Management (HFM) in accordance with established requirements and timelines. They assist in the development, drafting, and coordination of grant proposals and related funding opportunities, ensuring alignment with program objectives and regulatory requirements. The SHCFA coordinates and supports contracting and procurement activities across multiple Veterans Homes to ensure consistency, efficiency, and compliance with applicable policies and procedures. They compile, analyze, and provide procurement-related data to support agency operations and assist partner Veterans Homes in the execution of their procurement activities. Qualifications Transfer candidates : Current New York State employee with one or more years of permanent, contingent-permanent, or 55 §b/c service in a position that is eligible for transfer under Section 70.1, of the Civil Service Law to a Senior Health Care Fiscal Analyst (SG-18). Competitive/HELPS Minimum Qualifications : Health Care Fiscal Analyst Trainee 1: A bachelor’s or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration, including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing. Health Care Fiscal Analyst Trainee 2: A bachelor’s degree in the same fields, including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing, and one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices. Senior Health Care Fiscal Analyst: A bachelor’s degree in the same fields, including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing, and two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices. A master's or higher degree in a related field can substitute for one year of specialized experience. Position may be filled at a trainee level (equated to a Salary Grade 14 or Salary Grade 16), depending upon the qualifications of the candidate.
