Job Summary
Position Overview : The Survey Crew Chief leads and supervises a survey crew engaged in the collection of geospatial data and measurement activities for public sector projects, including infrastructure development, land use planning, and environmental assessments. The role requires both field and office-based responsibilities, ensuring that accurate survey data is collected, processed, and reported in accordance with regulatory standards and project specifications. The Survey Crew Chief will also manage crew safety, equipment, and schedules, and ensure adherence to quality control procedures.

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.

BOARD APPROVED HOLIDAYS (14 days per year)
If a holiday falls on a Saturday, the Friday before will be observed. If the holiday falls on a Sunday, the following Monday will be observed. The County Administrator is authorized to change the observation schedule of holidays falling on weekends.

Essential Job Functions Lead Survey Field Operations:
- Supervise and coordinate with survey technician(s) and assistant(s) in the field, ensuring all tasks are completed efficiently, accurately, and safely.
- Direct the setting up of survey equipment and perform advanced surveying tasks as needed.
- Conduct land surveys and gather field data using various survey equipment, including Total Stations, GPS devices, levels, and lasers.
- Perform site measurements for boundary, topographic, construction, and right-of-way surveys for public sector projects.
- Ensure the accurate collection of geospatial data through the use of Total Stations, GPS, GIS equipment, and other surveying instruments.
- Verify measurements and calculations for precision and compliance with project specifications.
- Oversee the day-to-day operations of the survey crew, ensuring that work is performed safely, efficiently, and within required timelines.
- Maintain and ensure proper operation of surveying equipment, including calibration, troubleshooting, and preventive maintenance.
- Collaborate with engineers, planners, and other project stakeholders to ensure that survey requirements are met.
- Communicate regularly with project managers to provide updates on field progress, challenges, and any changes to scope or timelines.
- Enforce safety standards in the field, ensuring all crew members follow appropriate safety protocols and use necessary personal protective equipment (PPE).
- Comply with all local, state, and federal regulations regarding surveying and safety.
- After data collection, oversee the processing, analysis, and documentation of survey results, including preparing survey maps, reports, and other deliverables.
- Ensure that data is transmitted or submitted in a timely manner and is stored according to department standards.
- Provide training and mentoring to junior survey crew members, assisting with their professional development and skill-building in field operations and survey techniques.
- Prepare and finalize survey-related reports, sketches, and legal documents (e.g., boundary surveys, easement maps, and survey plats).
- Draft project documentation, including survey notes, data sheets, and legal descriptions, for submission to clients or government agencies.
- Ensure all survey documentation is accurate, clear, and compliant with local regulations.
- Perform on-site inspections to verify survey accuracy and ensure compliance with design specifications.
- Identify discrepancies or errors in data and collaborate with the team to resolve issues.
- Ensure fieldwork is conducted according to safety standards, local regulations, and best practices.
- Maintain, calibrate, and troubleshoot surveying instruments and tools, ensuring they are in proper working order.
- Conduct routine checks and minor repairs to surveying equipment as needed.
- Manage the inventory of survey equipment and ensure all necessary tools are available for fieldwork.
- Mandatory PPE: Employees must wear designated PPE, which may include safety goggles, gloves, hard hats, and safety vest depending on the tasks performed.
- Safety Training: All employees will receive training on the proper use and maintenance of safety equipment and PPE to minimize risks and ensure compliance with safety regulations.
- Inspection and Maintenance: Employees are responsible for regularly inspecting their PPE for wear and tear, and reporting any damaged equipment to their supervisor for replacement.
- Emergency Equipment: Familiarity with the location and use of emergency equipment, such as fire extinguishers, first aid kits, and eyewash stations, is required.

Qualifications

- High School Diploma or GED required. Associate's degree in surveying, Civil Engineering Technology, or related field preferred.
- Minimum of 3 years of experience in surveying, preferably in a public sector or government setting. Experience with both field and office survey work is highly desirable. A comparable combination of education and experience relevant to the position will be considered.
- Proficiency with survey equipment (Total Stations, GPS, levels, and lasers) and survey software (AutoCAD, GIS, SurveyPro, or similar).
- Thorough understanding of mapping and drafting techniques.
- Knowledge of surveying principles, geodesy, and public sector regulations.
- Certification as a Survey Party Chief or Survey Technician (e.g., through NSPS, ASCM, or state certification programs) is preferred.
- Strong leadership and team management abilities.
- Excellent verbal and written communication skills for interacting with crew members, clients, and other project stakeholders, with the ability to prepare clear and concise reports.
- Strong analytical skills with the ability to identify and resolve discrepancies in survey data.
- Ability to work effectively as part of a team and independently with minimal supervision.
- Ability to work outdoors in varying weather conditions, traverse uneven terrain, and lift survey equipment as necessary.
- Must maintain valid Florida drivers license with good driving record.
