NGB Program Manager for Colonel Promotions, ANG Board Membership, and Board Membership Funding
Job Description
Duties:
- Serves as the NGB program manager for the Colonel Promotions, ANG Board Membership, and Board membership funding. Responsible for the development, implementation, monitoring, and interpretation of all Air National Guard (ANG) personnel policy and programs regarding colonel promotions, ANG board membership and board membership funding.
- Documents planning and programming decisions in appropriate formats to meet Air Force and Secretary of the Air Force requirements. Identifies non-standard or emerging operational requirements, assess impact on assigned programs and develops recommendations.
- Establishes policies and procedures necessary for the effective management of assigned responsibilities. Provides direction and interpretation of specific requirements.
- Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- Must be able to obtain and maintain the appropriate security clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Employee may be required to work overtime.
- Position may perform other related duties as assigned.
Qualifications:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include expert knowledge of personnel policy directives, publications and other guidance required for developing, coordinating, and implementing the officer promotions. Working knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to plan, organize, and develop policy, studies, or projects, and to negotiate effectively with management. Working knowledge of budgetary methods, practices, procedures which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of military personnel policy, instructions, laws, and practices and methods of evaluating the effectiveness of program planning and execution. 2. Expert knowledge of military personnel data systems. 3. Expert knowledge of the organizational and functional responsibilities and operations of the employing organization. 4. Expert skill in preparing briefings and reports. 5. Ability to communicate effectively, both orally and in writing; to gain cooperation from others through tact, courtesy, and diplomacy. 6. Expert ability to effectively plan, organize and lead studies or projects and to negotiate effectively with management to accept and implement program recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
