Position Grade: 213M Department: SLATE Job Type: Per Performance (Part-time) Term Examination Number: EX1724 Location: Downtown - St. Louis, MO *This eligible list will be used to fill a Term position to June 30, 2027.* Positions are paid on an hourly basis and are not eligible for the Employee Benefits Program. While working at SLATE, you will be helping to develop the workforce of the future! The Special Projects Manager reports directly to the Executive Director and serves as a critical strategic asset in managing SLATE’s complex initiatives. This position is responsible for overseeing special initiatives, grant management, and compliance with state and federal program requirements pertaining to both existing and new workforce development programs. The ideal candidate will provide high-level project management, conduct essential research, and foster collaborative efforts to ensure that SLATE’s programmatic output is high-performing, innovative, and strictly aligned with the City of St. Louis’s strategic priorities. Essential Functions and Responsibilities Strategic Alignment: Ensures all assigned projects and initiatives are designed and executed to directly support the Mayor’s Strategic Priorities, which include: Rebuilding trust in City services. Recovering and revitalizing our neighborhoods. Accelerating economic development. Cultivating a culture of excellence. Modernizing city government. Project Management and Initiative Development: Researches, develops, and implements special projects, including but not limited to in-house education and training programs, the creation of AI-focused workforce initiatives, and entrepreneurship programs. Grant Initiatives: Assists the Executive Director in grant reporting, documentation, and the strategic pursuit of new funding opportunities. Apprenticeship Collaboration: Works closely with the Apprenticeship Coordinator to provide comprehensive, project-based assistance, ensuring that apprenticeship initiatives are supported by robust outreach, efficient workflows, and data-driven outcomes. Leadership Support: Serves as a versatile extension of the Executive Director’s office, managing priorities, addressing complex programmatic challenges, and facilitating communication between internal teams and external stakeholders. Knowledge, Skills and Abilities Exceptional research, analytical, and communication skills. Ability to manage multiple high-stakes priorities with minimal supervision. Proven ability to build and maintain effective working relationships with diverse stakeholders, including government officials, community partners, and industry leaders. Strong aptitude for organizational problem-solving and the ability to thrive in a fast-paced, mission-driven environment. Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions. Human Interaction: Requires the ability to manage and direct a large group of employees, which may include first-line supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, telephone, calculator and/or materials used in performing essential functions. May be required to operate a motor vehicle. Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as grant reports, budgets, performance appraisals, neighborhood plans, regulations and non-routine correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals. Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs. Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury. Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as file folders or office paper. Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as participating in a community meeting. Qualifications Bachelor’s degree in Business Administration, Public Administration, Communications, Social Services, or Workforce Development ; plus three years of demonstrable success in managing complex projects, ideally within a public sector, workforce development, or nonprofit environment. Preferences Experience with apprenticeship programs or journeyman credentials is desirable. License Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
