The Risk Manager of Safety & Security, reporting to the Vice President of Engagement & Administration, develops, maintains, and administers the safety and security management programs, including agency wide safety/security and occupational safety and health in accordance with applicable laws and regulations to ensure a safe working environment for employees and a safe transit experience for passengers. The incumbent in this position will serve as primary contact for all safety & security related issues arising at DCTA facilities, stops, transit centers, and locations. Develops, implements and oversees the Agency’s Public Transit Agency Safety Plan (PTASP), System Security and Emergency Preparedness Plan (SSEPP), Security Operation Center (SOC), Emergency plans and Injury and Illness Prevention Program (IIPP). Ensures a regulatory compliant Safety Management System is in place and is responsible for its continued functioning.
ESSENTIAL DUTIES & RESPONSIBILITIES
The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
• Acts as the Chief Safety Officer for the Agency.
• Oversight responsibility for all Agency safety & security related issues. Analyze new and existing processes and systems to determine the existence, severity, probability, and outcome of hazards. Conduct safety/security inspections/audits of the work environment, employee activities, and the transit system in general to detect existing or potential safety and security problems; co-operatively assists departments in identifying solutions and ensuring corrective action is implemented. Conduct such audits/inspections of contract operators.
• Act as the Agency’s security liaison with federal, state and local law enforcement agencies.
• Develop, implement, and maintain the Agency’s Emergency Management Plan, Emergency/Disaster Response Programs, coordinates the Emergency Management & Business Recovery Planning process. Reviews, revises, maintains, and/or develops manuals and procedures related to loss prevention and security; compiles information necessary to produce security related reports. Additionally assists with same for coordinating agencies and contractors.
• Has oversight and management responsibility for the development, implementation and ongoing progress of the Agency Security Operation Center (SOC).
• Has the authority to implement safety mitigating measures and recommendations. Can directly brief the CEO at any time regarding safety or security hazards, concerns, and activities. Has a direct line of reporting to the CEO when necessary.
• Establish goals, objectives, strategies, plans, rules, procedures, and programs to improve safety, security and environmental management for administration, bus and rail operations. Develop and recommend corresponding safety policies to executive management, and coordinate assigned activities with other departments, programs, and outside agencies.
• Develop realistic and data-driven safety performance indicators and safety performance targets. Develop methodologies for assessing the effectiveness of security operations and training programs.
• Verify compliance with the Agency Safety Plan(s) with relevant legislation, guidelines, and standards.
• Provide direction, interpretation, and recommendations over technical matters such as facility renovations, and other areas (e.g., standards for safe working, job hazard analyses, development of policies and standard operating procedures, etc.).
• Coordinate closely with departments, contractors, procedures, and programs related to bus, rail and mobility services operations safety activities that involve passenger injuries or incidents (e.g., disruptive behavior), pedestrian incidents or incidents with other road users (e.g., collisions), preventing and mitigating worker assaults, emergency response, and security procedures for the different modes. May conduct investigations, working to identify root causes in order to identify appropriate preventive work procedures.
• Develop and deliver safety training, competency, and awareness programs, and provide input and final review in developing training activities in support of programs.
• Consult on accident review process for applicable departments. Complete field audits across the agency for all modes of service. May assist to review and classify accident and incidents reports and investigate injuries on the property in coordination with the department heads or designees involved. Analyze accident/incident data and provide reports and recommendations and identify required adjustments to policies and procedures and training.
• Direct the development and coordination of the emergency response management process and coordinate with departments and external responders, where applicable. Coordinates and manages the activities of the safety/emergency/security committees and attends meetings related to security and safety services issues. Monitors the activities of security consultants and contractors.
• May be required to work weekends and/or nights. Required to be on-call/accessible 24 hours a day.
Supervisory Responsibility:
Direct responsibility for one Security/Surveillance Analyst.
May provide work direction to others but does not have line authority or direct performance appraisal responsibilities for them.

EXPERIENCE/EDUCATION
• Bachelor’s Degree from an accredited college or university with major coursework in business or other related discipline. Master’s Degree preferred.
• A minimum of five (5) years of increasingly responsible work in safety and/or risk management, with a minimum of one (1) year of supervisory experience required.
• Prior experience in policy development, safety programs, risk and security management is required.
• Prior experience in developing and managing a security operation center (SOC) is preferred.
• Public transportation experience is highly desirable, with preference given to applicants with Transit experience.

• Knowledge of Federal and State OSHA General Industry Safety Standards and Workplace Security Guidelines, TX Health and Safety Code, Federal Transit Administration and American Public Transit Association Transit System Security Programs requirements. Knowledge of Crisis Management Techniques, Agency Media Relations protocols, Texas Emergency Management System, and the Incident Command System. Knowledge of TX Penal Code, TX Vehicle Code, Uniform Building Code & Architectural Design Principles for Crime Prevention, life Safety & ADA Code, and the applicable Texas Administrative and Government Codes, such as Public Safety. First aid and CPR. Functional knowledge of applicable federal, state, and municipal regulations and codes associated with security and public safety.
Special Qualifications
Hold a current valid Texas Driver's Licenses or can obtain upon entry into the position.
Hold one of the following certifications issued by Federal Transit Administration/Transit Safety Institute or can obtain within one year of hire:
o Transit Safety and Security Program (TSSP) Certificate
o Transportation Safety Leadership Certificate
o Public Transportation Safety Certification Training Program (PTSCTP) Certificate
PHYSICAL DEMANDS/WORKING CONDITIONS
Considerable physical activity. Requires heavy physical work; heavy lifting, pushing, or pulling required of objects up to 50 pounds. Physical work is a primary part (more than 50%) of job. Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises. The essential functions require the daily use of a computer and telephone. Will be required to travel locally between locations in Denton County as required.
