Position Overview

Capital Development Board (CDB) is hiring a Assistant Administrator for our Professional Services Department. Under the general direction of the Professional Services Administrator, the incumbent assists the Professional Services Administrator in providing strategic leadership and direction for the design and construction of capital improvement projects for the State of Illinois. Supports the Professional Services Administrator in the delivery of high-quality work products, improved productivity, and internal and external client satisfaction. Essential Functions

• Coordinates and addresses technical and complex issues related to project design plan reviews, annual client agency capital needs surveys, directing project estimating, and in-house design services.
• Provides technical and management support to the Design Review process for the review of project bidding documents including plans, specifications, estimates, and code analyses submitted by outside consultants.
• Assists in the supervision of Professional Services staff, including annual performance evaluations.
• Assists in the development of Illinois Energy Codes by working with the Illinois Energy Conservation Advisory Council, Capital Development Board, Office of the Governor, and Joint Committee on Administrative Rules.
• Assists with providing reports, delivering presentations, and representing CDB at executive meetings, legislative hearings, stakeholder meetings, and public events.
• Assists in coordinating with CDB units, including Capital Programs and Construction, to deliver timely and accurate technical support.
• Assists in addressing complex or escalated issues with architects, engineers, contractors, and client agencies that cannot be resolved at staff level.
• Assists the in-house design process by overseeing the professional staff in the preparation of construction documents, estimates, and schedules.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
• Requires ten (10) years of progressively responsible professional experience in engineering, architecture, construction management, facilities management, or commercial construction, including extensive knowledge of construction methods, project management, contract administration, procurement, building systems, and construction practices.
• Requires at least five (5) years of experience directing professional staff, managing construction or capital improvement programs, or administering complex construction projects.

Preferred Qualifications

• Prefers ability to supervise professional and support staff.
• Prefers two (2) years' experience managing the expectations of stakeholders, including clients, construction industry professionals, government agencies and construction regulators.
• Prefers two (2) years' experience developing and delivering presentations, briefings, reports, training and updates to executive leadership and staff.
• Prefers two (2) years' experience with office software packages, virtual meeting platforms, and working knowledge of construction industry software including PrimaveraP6, MS Project, Smartsheet or Procore, construction industry BIM or CAD solutions such as AutoCAD, BIM, Revit, or Bluebeam.
• Prefers working knowledge of asbestos regulations and LEED certification requirements.

Conditions of Employment

• Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
