Determine each child’s needs and ensure appropriate referrals for testing, evaluations, records, or further assessments are made, focusing on positive permanency. Work with children, families, and communities to plan for a child’s permanency. Identify potential permanency resources through ongoing contact with parents, family members, and other key individuals. Search for potential kinship providers throughout the case and complete home studies of eligible family members or friends. Meet with parents to assess risk, safety issues, and behavior changes needed to achieve child safety; refer parents to appropriate services. Meet with children, parents, family friends, or foster homes in public settings and at their homes. Collaborate with a Placement Team, including kinship staff, for placements as needed. Participate in meetings and conferences at convenient times and locations for family members and all involved parties. Visit children monthly to assess their sense of safety, plan for permanency, and discuss their needs, wishes, and progress while in care. Attend and participate in court hearings regarding the child and family, including preparing reports and testifying on the child’s needs and the department’s efforts to achieve permanency. Keep the child’s, parents', caregivers', attorneys', and guardians' informed of significant events. Work with the department's attorney to prepare for contested‑court hearings and trials. Support kinship caregivers and foster parents, ensuring they have what they need to care for the child, responding promptly to calls. Transition children home during reunification services and provide support until the legal case is closed. Supervise adoptive placements until adoption is final or until the case is transferred to an adoption caseworker. Use effective time‑management skills to ensure all key tasks are completed. Document case records by completing forms, narratives, and reports. Develop and maintain effective working relationships between CPS staff and law enforcement, judicial officials, medical professionals, and community resources. Perform other duties as assigned to maintain unit operations. Promote and demonstrate appropriate respect for cultural diversity among coworkers, clients, and contacts. Attend work regularly in accordance with agency leave policy. Knowledge, Skills & Abilities Knowledge of child development and family dynamics. Effective verbal and written communication skills. Ability to establish and maintain effective working relationships. Problem‑solving skills. Ability to operate a personal computer. Ability to travel and attend visits and meetings after 5 pm. Ability to be on call on a rotating basis and work irregular hours. Ability to work in an emotionally charged environment, including visits in isolated or high‑crime areas. Registrations, Licensure or Certifications Requires use of a personal motor vehicle. Candidates must have a reliable vehicle, a clean driving record for the past five years, a current Texas driver’s license, and proof of insurance. Initial Screening Criteria Level I Accredited bachelor’s degree OR accredited associate’s degree + 2 years of relevant experience OR 60 accredited college credits + 2 years of experience OR 90 accredited college credits + 1 year of experience. Relevant experience in social, human, or protective services (paid or volunteer). Level II Accredited bachelor’s degree OR accredited associate’s degree + 2 years of relevant experience OR 60 accredited college credits + 2 years of experience OR 90 accredited college credits + 1 year of experience. Specialty experience as a CPS Specialist I for 9 months and certification OR current employment as a CPS Specialist II / CPS Investigations Specialist II OR prior employment at any CPS level. Level III Accredited bachelor’s degree OR accredited associate’s degree + 2 years of relevant experience OR 60 accredited college credits + 2 years of experience OR 90 accredited college credits + 1 year of experience. Employment as a CPS Specialist II for 9 months with certification OR current employment as a CPS Specialist III / CPS Investigations Specialist III OR prior employment at any CPS level. Level IV Accredited bachelor’s degree OR accredited associate’s degree + 2 years of relevant experience OR 60 accredited college credits + 2 years of experience OR 90 accredited college credits + 1 year of experience. Employment as a CPS Specialist III for 24 months with certification OR current employment as a CPS Specialist IV / CPS Investigations Specialist IV OR prior employment at any CPS level. Preferred Criteria Degree in Social Work, Criminal Justice, Psychology, Human Development and Family Studies, Education, or Public Health. Professional or volunteer experience in a government agency, nonprofit, child protection, foster care, juvenile justice, mental health, or substance abuse services.
