Cost Engineer

Location and Relocation Relocation Authorized: National/International - Single Telework Type: Full-Time Office/Project Work Location: New Albany, OH Project Overview Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. The project will create several thousand new jobs and partner with local education organizations to implement new training programs that support the future talent pipeline. Job Summary The Cost Engineer is responsible for maintaining the Project Control Cost System (ECOSYS), including ongoing training, development, and administration to ensure accurate, timely reporting of Project Cost Status. The role produces the Project Cost Report, Commitment & Cashflow and assists in cost analysis, change management, and budget control for large‑scale Engineering, Procurement, and Construction Projects under the supervision of a Project Cost Engineer. Major Responsibilities Produce the Project Cashflow & Commitment interfacing with stakeholders from Engineering, Supply Chain & Construction. Support the Supply Chain Team in Awarding Packages & processing Change Notices. Prepare specific budgets for packages based on Project Estimate. Develop and implement requirements for cost recording, reporting, and analysis standards, programs, and reports. Assist in developing specific project codes of accounts and recommend appropriate modifications and revisions. Identify or define data sources and techniques for data acquisition and collect required data for a specific discipline or specialty application. Perform routine cost estimating, analysis, and control activities as directed. Support implementation of cost monitoring and control standards, techniques, systems, and reports. Assist with budget allocation and reporting/cost control. Prepare cost data for proposals or contracts. Education And Experience Requirements Bachelor's degree (or international equivalent) and 5–8 years of relevant experience, or 9–12 years of relevant work experience. Required Knowledge And Skills Experience in cost engineering functions: estimating, control, and analysis in field and office settings. Proficiency in computer applications used for work processes. Statistical knowledge in sampling, distributions, probability, and hypothesis testing for metrics. Knowledge of supervision, personnel administration, and training of technical and non‑technical personnel. Strong oral and written communication skills. Understanding of financial reporting systems, controller account codes, and related project control systems. Intermediate knowledge of engineering, procurement, contracts, construction, and startup processes at Bechtel. Advanced proficiency in MS Excel and Microsoft Office applications. Expert proficiency in EcoSys and Power BI software applications. Proficiency with discipline‑specific software such as DSCS, CFAR, and other Microsoft Office applications.
