In addition, you will serve as an EPMO Product Owner and full-line supervisor managing, planning, coordinating, reviewing, directing, and aligning both short-term and long-term portfolio management strategies and processes.

Essential Functions
- Subject to management approval, serves as the Enterprise Portfolio Manager of Unit D for the Department of Innovation & Technology’s (DoIT) Enterprise Project Management Office (EPMO), appraising, planning, and redesigning enterprise business control, resource management, service delivery/support, and reporting in alignment with business value priorities, available resources, and the strategic goals of information technology investments.
- Directs, coordinates, and reviews the activities of IT Project teams by reviewing, modifying, and implementing existing EPMO objectives, managing, planning, and aligning both short-term and long-term portfolio management strategies and processes needed to support the approved and funded business plans of DoIT and its customer agencies.
- Serves as an EPMO Product Owner, managing and prioritizing product backlog, including backlog planning and refining working sessions and guides product development and scrum teams in implementing a product’s vision and roadmap.
- Serves as full line supervisor.
- Researches, appraises, and makes recommendations to management toward the acquisition, development, and maintenance of process related practices, training, and engineering tools or products.
- Conducts and leads process-centric orientation sessions with DoIT teams and agency customers to promote enterprise-wide adoption of and compliance with DoIT/business process engineering sanctioned architecture and practice.
- Keeps abreast of new developments in the information technology, business process engineering, service reporting, and management fields, including maintaining and improving analytical, design, facilitation, and technical skills through attending in-house educational offerings, vendor delivered training, and involvement in professional societies and user groups.
- Performs all other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, information technology, computer science, or a directly related Information Technology field.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization.
- Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.
Preferred Qualifications
- Four (4) years of professional experience in project management including appraising, planning, and redesigning enterprise business controls, resource management practices, and service delivery or support processes in alignment with organizational priorities, available resources, and strategic technology goals.
- Four (4) years of professional experience performing business analysis to identify opportunities for improvement through workflow analysis, process modeling, and the application of business process engineering principles, practices, tools, and methodologies.
- Four (4) years of professional experience directing, coordinating, and reviewing the activities of IT Project management teams by reviewing, modifying, and implementing existing EPMO objectives, and maintaining successful execution of enterprise initiatives across agencies and portfolios.
- Four (4) years of professional experience managing, planning, coordinating, and aligning both short-term and long-term portfolio management strategies and processes, including defining portfolio roadmaps, prioritizing initiatives, and maintaining alignment with strategic goals, mission, and vision.
- Four (4) years of professional experience managing and prioritizing a product backlog, including conducting backlog planning and refinement sessions, preparing users stories with appropriate acceptance criteria, and guiding development teams in implementing a product vision and roadmap.
- Four (4) years of professional experience guiding teams and stakeholders in the adoption, implementation, and compliance of new or existing business processes and practices, including conducting process-centric orientation sessions and validating alignment with sanctioned enterprise architecture, organizational objectives, and continuous improvement efforts.
- Ability to analyze complex administrative challenges, identify root causes, and implement strategic result-driven solutions that enhance operational efficiency and organizational effectiveness.
- Ability to develop and maintain cooperative working relationships with staff, managers, executives, and external stakeholders, fostering collaboration in resolving sensitive administrative issues and supporting subordinate team members or project staff.
- Demonstrated verbal and written communication skills to present administrative information clearly and precisely to diverse stakeholders including executives, managers, staff, subordinate staff, and external/internal auditors.
- Certification in the following: Project Management Professional (PMP) Certified.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
