Medical Administrative Officer (PAS Chief)

Summary Position is organizationally aligned within the Health Administration Service (HAS) under the Office of the Assistant Director at Edward Hines Jr. VA Hospital – Hines – IL – level 1a VHA facility. This position serves as the Department Head of the Health Administration Service at Edward Hines Jr. VA Hospital. The HAS Department head assumes full responsibility for the efficient and uninterrupted operation of the department, the care of its patients, and the management of its personnel. Qualifications To qualify for this position applicants must meet all requirements by the closing date of this announcement (06/10/2026). For a GS‑14 position you must have served 52 weeks at the GS‑13. The grade may have been in any occupation but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. GS‑14 Grade Requirements: Must have one year of specialized experience equivalent to at least the next lower grade GS‑13 in the normal line of progression for the occupation in the organization. Examples of specialized experience include communication and interpersonal relation skills, the ability to appropriately and courteously relate to internal and external customers, maintaining confidentiality of patient/employee information, and knowledge of the medical center performance improvement program. Applicants may receive credit for volunteer experience. A full year of work is considered 35–40 hours per week. Part‑time experience will be credited on the basis of time actually spent in appropriate activities. Duties As Department Head, the incumbent possesses responsibility for the planning, direction, control, coordination, operation, and evaluation of the department as represented by the following divisions: Department Head Office, Ambulatory Care and Processing, Inpatient and Outpatient (including Community Based Outpatient Clinics (CBOC)), Ward Administration, Enrollment and Eligibility, and Health Information Management. Incumbent serves as the direct supervisor to all Division Officers. Responsible for providing influence and persuasion which fosters the acceptance and exercise of sound Medical Administration management concepts, practices and innovations. Consults and participates with all members of top management in analyzing the broad implication of higher levels of authority, laws, regulations, policies, and professional and administrative trends. Analyzes specific impact on Medical Administration and seeks solutions to existing and future problems, identifying long and short term needs, formulating proposals for top management consideration, planning and initiating improvement actions. Serves as sounding board and consultant to the Director for the resolution of Medical Administration problems that occur on a District basis, and is involved in overall management consideration involving general administration manpower and other resources. Has direct involvement in all program elements affecting the hospital mission and helps formulate the advanced overall operation plan as well as serve on committees designed to facilitate top management decisions. Is responsible for the effective accomplishment of the overall Medical Administration Program, which is carried out through administration of professional and technical processes and programs. Evaluates patient and public attitudes toward the hospital as reflected in patient administrative areas, identifies patient administrative policies and procedures with the public interest, and executes a program of action and service to earn patient and public understanding and acceptance. Operates under delegated authority and is responsible and accountable to the Director and Associate Director for providing leadership in the formulation and operation of the Medical Administrative Program. Is a purchase card holder and performs daily approval of reconciliations within the mandated timeframes, and performs other related duties as assigned. Quality/Productivity Goals: Advises the Resources Director and hospital leadership on the minimum standards for quality and productivity and the direction of program implementation while exercising contact and control of each division through subordinate leaders. The incumbent develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities and conducts special studies to resolve administrative problems which arise in the course of normal operations, presenting conclusions and recommendations to the directorate leadership. Direction/Long‑Range Planning: Coordinates the development of both long and short‑range plans for HAS by assessing departmental needs based on constant communication with division leaders. Anticipates and coordinates program needs of the department for incorporation into annual budget and operating plans. Also develops flexibilities in operations and cost‑effective approaches to ensure Veteran and incumbent satisfaction. Coordinates the establishment of department goals, objectives, and long‑range plans including use of demand forecasting and strategies to address distinct populations. Budget Guidance and Administration: Oversees the budget and makes recommendations directly to directorate leadership regarding the distribution or redistribution of resources based on a comprehensive awareness of the needs of each division. The incumbent plans, implements, monitors, and adjusts the budget to effectively operate the department while maintaining budgetary constraints and accomplishing the departmental mission with the greatest cost‑efficiency.
