SUMMARY OF POSITION Under general direction, this position oversees the Construction Inspection team responsible for construction-phase inspection of Capital Improvement Program (CIP) and development projects, as well as erosion control inspection of permitted earth-disturbing activities. The position ensures compliance with approved plans, specifications, City standards, and applicable regulations and provides operational leadership and technical guidance for inspection of public infrastructure construction including roadways, water, wastewater, and storm drainage systems, and erosion control requirements. The position is accountable for the consistent and effective performance of the construction inspection function, including staff leadership, internal procedures, service delivery, and continuous improvement. The Construction Inspection Superintendent serves as the primary Engineering representative for escalated construction and compliance issues involving developers, contractors, consultants, and other stakeholders; exercises independent judgment to resolve issues within established standards, precedent, technical expertise, and management direction; and appropriately coordinates or elevates matters involving significant technical, policy, legal, or organizational implications. ESSENTIAL DUTIES AND RESPONSIBILITIES Provides oversight of construction inspection activities, including Capital Improvement Program (CIP) and development projects, public improvements including roads, water, sewer, and storm drainage, and erosion control inspection associated with permitted earth-disturbing activities. Participates as a member of the Engineering Department Leadership Team and provides input and recommendations regarding departmental goals, priorities, budgeting, staffing, operational needs, and other organizational matters. Manages the daily operations of the Construction Inspection team through field supervisors and assigned staff; provides direction, establishes expectations, and holds supervisors accountable for the performance of their assigned teams. Ensures consistent interpretation, inspection, documentation, and enforcement of approved construction plans, specifications, City standards, and applicable requirements across inspection teams. Exercises independent judgment in interpreting and enforcing approved construction plans, specifications, City standards, erosion control requirements, and applicable regulations, including authority to reject non-compliant work, require corrective action, and recommend project acceptance. Interacts with developers, contractors, consultants, city departments, residents, and business owners from pre-construction through final acceptance of applicable projects and throughout the inspection of other permitted earth-disturbing activities. Serves as the primary Engineering representative for escalated construction and erosion control issues involving developers, contractors, consultants, and other stakeholders; leads efforts to resolve disputes and develop practical solutions while protecting City standards, public infrastructure, and other organizational interests. Identifies and appropriately coordinates or elevates matters involving significant technical uncertainty, proposed deviations from established requirements, broader organizational impacts, or issues outside delegated authority. Responds to and resolves complex complaints, concerns, interpretation differences, and compliance issues involving contractors, developers, consultants, citizens, inspectors, and other stakeholders while ensuring consistent application of City standards and applicable requirements. Provides technical guidance and support to inspection staff, contractors, developers, consultants, and other stakeholders related to plan interpretation, specification enforcement, construction compliance, and erosion control requirements for CIP, development, and other permitted earth-disturbing activities. Provides operational guidance and support to inspection staff regarding inspection priorities, staffing coordination, scheduling conflicts, consistency of enforcement, and resolution of construction and erosion control issues. Coordinates Construction Inspection team interaction with Public Works, Engineering, Building Inspections, Planning, Fire Marshal, and other departments to support successful resolution of field issues and consistent application of City requirements. Leads recruitment, mentoring, training, and development efforts for the Construction Inspection team. Directly evaluates assigned field supervisors and support staff and is responsible for hiring, promotion, discipline, and other personnel actions for the team, with input and recommendations from subordinate supervisors and in accordance with City policies. Develops, implements, and maintains internal inspection procedures and work practices to promote consistent and effective operations; coordinates significant procedural changes with Engineering leadership and other affected City departments or divisions. Reviews inspection practices, customer feedback, team input, and available performance information to identify recurring issues, improve consistency, and implement operational improvements within the Construction Inspection team. Monitors and manages construction and erosion control inspection performance through the use of data derived from permitting software, performance dashboards, and other applicable systems used for project tracking, documentation, permitting, and inspection management. Evaluates and forecasts future staffing, equipment, and other resource needs based on anticipated workload, development activity, and operational needs; provides recommendations to Engineering leadership to support staffing and budget planning. Ability to read, interpret, and enforce construction drawings, plans, specifications, engineering standards, erosion control requirements, and other applicable codes and regulations. Ability to exercise independent judgment and make sound, timely decisions within established standards, precedent, delegated authority, and technical expertise, and to recognize when issues require coordination or elevation. Ability to lead through subordinate supervisors, establish clear expectations, evaluate performance, develop staff, and maintain accountability for team outcomes. Ability to resolve complex or contentious construction and erosion control issues involving competing technical, schedule, cost, operational, and stakeholder considerations while protecting City infrastructure and other organizational interests. Ability to communicate and negotiate effectively with developers, contractors, consultants, residents, and internal departments in high-pressure or sensitive situations. Ability to develop and maintain internal inspection procedures and work practices that promote consistent application of City requirements. Ability to review operational information, performance measures, and customer and employee feedback to identify recurring issues and opportunities for service and process improvement. Ability to evaluate current and anticipated workload, staffing, equipment, and other resource needs and develop sound recommendations to support operational and budget planning. Ability to contribute effectively to departmental planning and decision-making by providing informed recommendations regarding operational priorities, staffing, resources, and organizational needs. Knowledge of pertinent Federal, State and local laws, codes, regulations, standards, and other requirements applicable to construction and earth-disturbing activities. Knowledge of current construction practices, market conditions, scheduling considerations, and cost impacts relevant to public infrastructure construction. Knowledge of estimating, budgeting, and scheduling practices. Skill in the principles of project management and coordination of various resources to include internal City staff, contractors, consultants, and developers. Ability to delegate and prioritize daily activities for the Construction Inspection team on multiple projects in an extremely fast-paced environment. Ability to work in a team environment; contribute as a team member; and treat co-workers, subordinates and customers with respect. Ability to build professional relationships with internal staff and customers. Ability to offer flexibility and adaptability, especially during times of change. Ability to communicate effectively both orally and in writing. Required Qualifications Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute. High school diploma or GED required. Twelve (12) years of progressively responsible experience in construction inspection, construction management, public infrastructure construction, or a closely related field, including a minimum of three (3) years of supervisory or management experience. Certified Public Infrastructure Inspector (CPII) certification or other relevant construction inspection certification is preferred. Texas Commission on Environmental Quality (TCEQ) Water and/or Wastewater Operator license is preferred. CONDITIONS OF EMPLOYMENT Must pass a drug screen and background check. Must have Class C Texas Driver’s License. PHYSICAL DEMANDS/SUPPLEMENTAL PHYSICAL DEMANDS Tasks involve the ability to exert medium physical effort work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Some tasks require visual and odor perception and discrimination. WORK ENVIRONMENT This job does require exposure to certain environmental conditions. Tasks may require working in outdoor weather conditions, around fumes or air borne particles and vibrations. Tasks may involve working in wet or humid conditions, working near moving mechanical parts, in high precarious places, and extreme heat, as well as an indoor office setting.
