Business Analyst with State Client

We are seeking experienced Business Analysts to support a government client's IT systems development, modernization, and maintenance initiatives. The selected candidates will work with technical teams, business stakeholders, system integrators, and government human service agencies to analyze requirements, design solutions, and oversee project deliverables across multiple application systems.

The ideal candidate will have strong hands-on experience with business and data analysis, requirements elicitation and documentation, and designing web services-based applications, document management systems, Active Directory-based security, telecommunications systems, workflow systems, payroll management systems, and 3-tiered applications. The candidate should be proficient with business analysis tools such as JIRA, Balsamiq, MS Visio, MS Project, SharePoint, and MS Office Suite, with working knowledge of SQL, Power BI, and Excel for data analysis and reporting. The candidate should have experience working in Agile and waterfall environments, analyzing and remediating infrastructure security vulnerabilities, and delivering technology solutions in a government or enterprise environment.

Roles and Responsibilities

• Perform extensive business and data analysis to support IT project initiatives
• Elicit, analyze, document, and manage business and functional requirements, functional specifications, and functional report specifications
• Design web services-based applications, document management systems, Active Directory-based security, telecommunications systems, workflow systems, payroll management systems, and 3-tiered applications
• Analyze infrastructure security vulnerabilities and support remediation efforts
• Work and coordinate with technical teams, business stakeholders, system integrators, and external support providers to collect and analyze requirements
• Oversee project deliverables to ensure completeness, quality, and timely delivery
• Apply Agile and waterfall methodologies with a solid understanding of the software development lifecycle (SDLC)
• Use business analysis tools including JIRA, Balsamiq, MS Visio, MS Project, SharePoint, and MS Office Suite
• Write SQL queries for data analysis and reporting; use Power BI, MS Excel, and VB Script for analysis and reporting support
• Manage multiple projects simultaneously while setting priorities and meeting deadlines

Qualifications

• Minimum 3 years of experience as a Business Analyst in an IT environment (some assignments require 4 to 6 years)
• Strong knowledge of business and data analysis practices and structured design methodologies
• Solid understanding of Microsoft Office Suite and business analysis tooling
• Excellent verbal and written communication skills with strong organizational and time management skills
• Critical thinking and problem-solving skills
• Experience working with government human service agencies is a plus
