Property Manager

Boulder County Housing Department is seeking to hire three Property Managers. The Property Manager supports Boulder County Housing Authority's mission by ensuring high-quality, compliant, and community-centered management of BCHA-owned and managed properties. This role delivers day to day housing operations with a strong focus on resident stability, regulatory compliance, occupancy performance, and interdepartmental coordination.

The Property Manager oversees a portfolio of affordable, Low-Income Housing Tax Credit (LIHTC), Rural Development, and other subsidized units, ensuring they align with current regulatory requirements, BCHA operational standards, and housing equity goals. This position works closely with Housing Operations colleagues, the HCV/Compliance team, Maintenance, Case Management, and partner agencies to support stable, successful tenancies and healthy communities.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:00pm. This position will work out of 514 Coffman, Longmont, and 455 N. Burlington, Lafayette. Under Fair Labor Standards Act (FLSA) guidelines, this position is non-exempt (eligible for overtime).

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $67,068.00 - $81,834.00 Annually

Tentative Hiring Timeline:

• Phone Screening: Week of October 26th
• First Round Interviews: Week of October 26th
• Second Round Interviews: Week of November 2nd
• Language Proficiency Test (if applicable): Week of November 2nd
• Reference Check: Week of November 2nd

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Property Operations

1. Ensure all assigned properties comply with federal, state, local, and program specific regulations (LIHTC, Housing and Urban Development (HUD), Rural Development, ADA)
2. Conduct annual, move in, move out, and interim inspections; document findings and coordinate follow up
3. Identify maintenance, repair, capital, and safety needs and collaborate with Maintenance and development teams for timely resolution
4. Support property performance tracking by using updated BCHA systems and dashboards to monitor trends in unit readiness, inspection results, and operational needs

Occupancy & Leasing Management

1. Maintain high occupancy and minimize vacancy loss through proactive leasing practices
2. Market units, conduct showings, and screen applicants for eligibility across multiple regulatory programs
3. Complete leasing activities including rent calculations, lease signing, deposit collection, and move in coordination
4. Enforce lease terms consistently and fairly; issue notices, follow legal processes, and document all actions
5. Collaborate with HCV/Compliance to support accurate rent determinations, voucher utilization, and on time unit lease ups

Resident Support & Stability

1. Respond promptly and courteously to tenant needs; provide conflict resolution and issue facilitation
2. Coordinate reasonable accommodation under Americans with Disabilities Act (ADA) guidelines
3. Work closely with Case Management and Housing Operations teams to support residents' stability, eviction prevention, and connections to benefits, wraparound services, and community supports
4. Conduct resident meetings, support community building efforts, and maintain a welcoming, equitable housing environment

Regulatory Compliance & Recertification

1. Complete annual and interim income recertifications for all relevant programs
2. Ensure accuracy and timeliness of documentation in BCHA systems; maintain secure and compliant records
3. Use updated tools and dashboards to track compliance deadlines, recertification rates, and outstanding tasks

Cross Department Coordination

1. Work collaboratively with Housing Operations, HCV, Compliance, Development, Finance, and Maintenance to support smooth operational workflows
2. Provide information and documentation to internal partners to support audits, reporting, refinancing needs, and portfolio performance reviews
3. Communicate regularly with internal stakeholders to ensure alignment on occupancy, rent limits, unit readiness, and regulatory requirements

Additional Responsibilities

1. Performs related work, as required
2. May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of:

• High school graduation or equivalent
• AND
• 4 (four) years of relevant housing or program eligibility experience

Additional related education may count towards required experience.

DRIVER'S LICENSE:

• Applicants must have a valid driver's license and a clean driving record

BACKGROUND CHECK:

PREFERRED QUALIFICATIONS:

• Bilingual in English and Spanish
• 3+ years in affordable housing, property management, or housing operations
• Experience working with low-income households and understanding socioeconomic factors affecting housing stability
• Proficiency with affordable housing programs (LIHTC, Section 8, HUD programs, Rural Development)
• Strong conflict resolution and tenant landlord issue facilitation
• Experience preparing clear, accurate administrative documentation and reports
• Additional technical or community college coursework

PHYSICAL REQUIREMENTS:

• Works in clean, comfortable environment in the office
• Primarily sedentary physical work requiring occasional lifting (up to 20 pounds), carrying, walking, bending over, and standing; frequent hand/eye coordination and finger dexterity to operate personal computer and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and customers
• Frequently uses standard office equipment including personal computers, scanners, calculators, printers, shredder machine, electronic data stamp, telephones, fax and copy machines
