Inspections & Zoning Manager

General Summary of Duties The Inspections & Zoning Manager administers and enforces municipal building, zoning, property maintenance, and related regulatory codes to ensure safe, compliant, and high‑quality development within the community. This role manages inspection and permitting operations, supervises staff and consultants, coordinates with contractors, property owners, developers, and governmental agencies, and provides technical expertise and customer service regarding building and zoning regulations. Responsibilities Code Enforcement and Inspections – enforce applicable building, zoning, and property maintenance codes, conduct onsite inspections of residential and municipal projects, investigate complaints, issue correction notices, stop work orders, citations, and other enforcement actions, and coordinate with contracted inspectors and the Engineering Department. Permitting and Documentation – review and issue building, plumbing, HVAC, electrical, occupancy, and related permits; calculate and collect applicable fees; maintain accurate records of permits, inspections, enforcement activities, blueprints, and as‑built plans; prepare inspection reports, correspondence, notices, and other documentation related to code compliance and municipal projects. Property Maintenance and Licensing – conduct property maintenance and nuisance inspections, and coordinate compliance efforts with property owners, contractors, businesses, and residents. Customer Service and Problem Resolution – respond to inquiries and resolve issues related to inspections, zoning, permits, and code enforcement; provide technical guidance on regulations and procedures; communicate effectively with the public, staff, officials, and outside agencies; and maintain records of concerns, complaints, and resolutions. Qualifications Thorough knowledge of applicable building, zoning, property maintenance, and safety codes and ordinances. Knowledge of construction methods, materials, and inspection practices. Ability to interpret construction plans, blueprints, specifications, and technical documents. Ability to enforce codes and regulations professionally and consistently. Strong organizational, record‑keeping, and report‑writing skills. Strong interpersonal and customer‑service skills with the ability to handle difficult situations tactfully. Excellent oral and written communication skills. Ability to supervise staff and coordinate multiple projects and deadlines. Proficiency with permitting software, record‑management systems, and standard office software applications. Education & Experience Valid Wisconsin Driver’s License. Wisconsin Department of Safety and Professional Services (DSPS) certifications, including Commercial Building Inspector, UDC Construction Inspector, UDC HVAC Inspector, UDC Plumbing Inspector, and UDC Electrical Inspector. Ability to obtain additional certifications as required. Work Environment The role requires both office and field work. Physical requirements include the ability to walk, stand, and work on uneven terrain, climb ladders, and operate inspection tools. Vision sufficient to read computer screens, blueprints, and reports; hearing sufficient to communicate by telephone and in field environments. Work may involve exposure to varying weather conditions, dust, noise, moving equipment, confined spaces, uneven surfaces, and heights requiring ladder climbing. Frequent interaction with City staff, contractors, developers, and the public is required, along with the ability to work under deadlines and manage multiple projects simultaneously.
