POSITION CONCEPT The Lead Distribution Design Technician (DDT) supports Tampa Electric Company's (TEC) distribution system construction and maintenance projects. Serves as an essential point of contact to internal and external customers, external contractors, and all governmental agencies. Responsible for receiving work requests from New Construction and OneSource, work request assignments, work request reviews and approval for accuracy and completeness for internal DDT/Es and external contractors. Serves as a Subject Matter Expert (SME) in relation to the Distribution Design function, system and its processes. Oversees the daily operations of the Distribution Design Technicians/Engineers (DDT/Es) and administrative resources needed to plan, design, and engineer $10 million (per annum) of additions and changes to the electrical distribution system that serves new and existing customers. These activities involve the application of sound engineering practice, ensuring applicable codes, regulatory requirements, proper financials, and company standards are met and balanced with the goals of the Distribution Design Team and TEC's corporate objectives. Approves work requests, addressing customer priorities and in-service dates; verifying material and labor values, coordinating, and forecasting projects, and negotiating deliverable expectations. PRIMARY DUTIES AND RESPONSIBILITIES Coordinate with customers to conduct needs and feasibility assessments on new construction projects and load additions, and to determine the schedule and required completion dates of different construction phases. (10%) Coordinate with the DOT, county, municipalities, and other utilities and contactors to preplan construction and determine impacts to existing roads and utilities. Represent customers in weekly Pre-POW meetings with involved TEC departments. Represent DD&E in tri-weekly Electric Delivery Project Management (EDPM) meetings to provide updates on PSA projects. Manage communication with all entities involved in construction activities, documenting updates through WorkPro remarks, memos, and emails, as necessary. Provide project management of large projects some greater than $500 thousand involving multiple departments that potentially have a need for coordination over many years, including large retail stores, industrial projects, schools, or master planned residential communities. Serve as a DD&E SME with Planning, Substation, Transmission Workbook (PSTEW) estimates, PSA contracts, and the TEC bid process. Serve as team project lead for special projects, e.g., solar, 5G cellular, etc. Create and/or process Work Requests (WR) in the Work Management System (WMS). Divide jobs into phases and crews, establishing different WR for each crew involved, including overhead line crews, underground line crews, service crews, and grounding contractors. Enter and continually update targeted schedule dates, work status, and other project details in WMS for all associated WRs. Assist the service area and project DDT/Es with determining the most economical and reliable solution for the customer and TEC's distribution system. Assist DDT/Es in load analysis using appropriate software, and determine the optimal equipment and material necessary, ensuring compliance with all TEC Distribution Engineering Standards and respective regulatory requirements. 4. Using TEC's GIS system, assist DDT/Es in entering WR, establishing proper connectivity, and inputting all compatible units (CU) for materials and labor. Assist the DDTs in resolving identified errors in GIS and that all WRs upload properly into WMS. Review GIS prints of DDT/Es for accuracy and clarity. Serves as the SME resource for the service area DDT/Es on TEC's GIS system. 5. Oversee the production of construction prints and right-of-way permit drawings for Field Construction, Construction Services, Real Estate, Operations, and contractors. Verify locations of TEC's existing and proposed equipment and any other non-TEC owned assets such as water, sewer, storm, gas, and telephone lines are adequately identified along with necessary tree trimming on the construction prints and equipment specifications are captured. 6. Verify WR activities are correctly coded and charged to the appropriate accounts for Capital, PSA, and O&M projects. Assist DDT/Es in producing cost estimates (including labor, materials, and vehicles) and determining CIAC charges as necessary using TEC's SDRates and PSTEW. 7. Using visual and physical inspections, examine the integrity of the TEC distribution facilities to determine the need for maintenance replacements or upgrades. 8. Work closely with the service area Operations Engineer in customer relations, power quality investigations, and informal and formal PSC complaints. May be required to investigate and respond to Public Service Commission inquiries and complaints. 9. May be asked to provide support with the TEC storm hardening plan through design and approval processes. SUPERVISION Direct Supervision: May have full supervisory responsibility for administrative staff, Project Scheduler, Project Coordinator and Field Inspectors, including performance review, coaching, and counseling duties. Indirect Supervision: Acts as team lead providing guidance, mentoring, work assignment, and work approval to service area and project DDT/Es. Assumes supervisory duties and responsibilities for DDTs & Engineers in absence of the Supervisor Distribution Design. RELATIONSHIPS Key Internal: Includes: Distribution Operations, Planning & Scheduling, Standards and Distribution Engineering, Meter Ops, Real Estate, Transmission Engineering and Operations, System Service, Mapping Services, Line Clearance, Field Construction, Lighting, Construction services, Telecom, One Source, New Construction, Electric Delivery Project Management, Community Relations and Customer Experience, Substation Engineering and Operations, Regulatory, Corporate Communications, and Environmental. Key External: Includes: residential and commercial customers, architectural and engineering firms, electricians, developers, general contractors and subcontractors; county and city officials and staff, FDOT, CSX, EPA, and various Homeowners and Civic Associations. QUALIFICATIONS Education Required: Minimum of a High School Diploma or GED. Preferred: College Degree or technical certification(s). Licenses/Certifications Required: Valid driver's license and safe driving record. If applicable, must obtain a valid Florida license within 30 days of becoming a resident. Preferred: Power Pros Distribution Design Certificate from Skills Training Center. Experience Required: Minimum of 6 years' experience in the Distribution Design Technician (or equivalent) progression. Experience must include, without substitution, at least 2 years of designing and managing large complex projects, routinely providing project leadership on all levels of new construction and specified internal projects; performing in a leadership role regarding local department and team development efforts by participating in complex technical/procedural studies and contributing to the implementation of change. A relevant college degree may substitute for equivalent experience requirement. Preferred: Proficient in managing large Capital projects in excess of $500 thousand and working with multiple departments. Direct experience in Service Area, Network/UCD or Capital Specific Team (CST) with knowledge of local system and critical customers. Knowledge/Skills/Abilities (KSA) Required: Sustained above expected performance as a Senior DDT; Demonstrated effective leadership and team skills; Able to plan and perform work independently, while adapting work according to changing priorities; advanced technical skill and knowledge of functional area of work with the ability to effectively adapt standard techniques, processes, and procedures as needed; apply strong judgment and demonstrate initiative in developing solutions to complex or recurring issues. Strong computer application skills including: WorkPro, GIS, PoleForeman, CRM, DOD, DE Toolkit, Voltage monitoring software, and Microsoft Office. Preferred: An above average level of knowledge regarding: CAD, VISIO, Autodesk PSTEW estimates PSA Contracts TEC's bid process Development of purchase requisitions, purchase orders, and service entry sheets Protection Coordination Voltage effects on electrical appliance and electronic devices Causes of Voltage drop and flicker and the most cost-effective solutions Reasons for voltage reduction and resulting effect on power quality Radio and TV interference causes and fixes Load transfer recommendations LEADERSHIP COMPETENCIES Champions Safety, Health & the Environment Takes Ownership & Acts with Integrity Drives Business Excellence for Customers Builds Collaborative Relationships Develops People and Teams Capable of managing and driving change Thinks Strategically & Exercises Sound Judgment WORKING CONDITIONS Monday through Friday, with additional time beyond the 40-hour work week may be required to meet customer deadlines and storm response. Working conditions are both indoors & outdoors in varying weather conditions. The level of stress varies depending on workload and customer deadlines. Lead DDT shall be available to service area and project DDT/Es during normal working hours. During storm season Lead DDT must be able to work 16-hour days (6AM-10PM) in support of storm restoration and serve as Damage Assessment Lead for TEC service territory outside the TECO service area and state and to sleep in company approved storm housing. PHYSICAL DEMANDS/ REQUIREMENTS The Lead DDT may be required to work in field conditions near energized electrical equipment, walk in rough terrain, and lift objects up to 50 lbs., while wearing Fire Resistant clothing and Personal Protective Equipment as required per the Safe Work Practices Manual.
