Summary This position serves as the Research Compliance Officer (RCO) for the Research and Development (R&D) Program and as the facility Controlled Substance Coordinator (CSC) under the Medical Center Director with VA Central California Health Care System. Responsibilities The paramount duty of this position is to serve as the facility subject matter expert and principal advisor to executive leadership regarding research compliance program effectiveness, research integrity, human subject protections, and biosafety oversight. The Controlled Substance Coordinator function is a collateral program responsibility of comparable analytical and advisory scope. This position is responsible for independently planning, organizing, and carrying out research compliance and controlled substance program oversight, education, training, auditing, monitoring, and quality assurance activities. The incumbent provides expert guidance and consultation to executive leadership, investigators, service chiefs, committee members, and research staff regarding the interpretation and application of federal regulations, Department of Veterans Affairs (VA) policies, Veterans Health Administration (VHA) directives, and accreditation requirements. The incumbent identifies organizational risks, develops corrective action strategies, evaluates program effectiveness, and recommends improvements to ensure compliance with all applicable research and controlled substance accountability requirements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of federal laws, regulations, and policies governing human subjects research, biosafety activities, research data security, and controlled substance accountability programs; Plans, schedules, and conducts compliance evaluations, audits, and studies. Applies analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of research compliance and controlled substance accountability program operations. Uses database management systems and data analysis techniques to monitor program performance and identify compliance trends. Develops local policies and procedures, prepares executive-level reports, presents findings to leadership committees, and provides consultation and training to investigators, clinical staff, managers, and executive leadership.
