Building Official

Under the direction of the Director of Development, the Building Official manages, coordinates and controls all building activities within the City to meet structural criteria and ensure residential and commercial construction are in compliance with applicable codes and ordinances. Additional areas of responsibility include overseeing zoning code compliance. Incumbent performs administrative duties such as providing direction for the inspection department and supervising the building inspectors, and clerical staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assumes management responsibility for assigned services and activities of Planning and Zoning issues, plan review, building inspections and plumbing, electrical, and mechanical codes; relating to ordinances for construction and occupancy of buildings and property. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures. Reviews and enforces laws, ordinances and codes to perform independent judgment in the field and make final determinations requiring a Building Official’s opinion. Plans, directs, coordinates and reviews the work plan for plans examination, and building inspection employees; assigns work activities, projects and programs; reviews and evaluates work methods and procedures; meets with subordinate employees to identify and resolve problems. Reviews, updates, and develops new ordinances on building codes, subdivision regulations and other related ordinances. Appear before public agencies, business and civic groups and other organizations in the presentation and discussion of building and safety related problems, proposals, projects and policies. Present substandard building cases to the Building Board of Appeals; attends Building Board of Appeals meetings. Participates in the development and administration of the department’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approves expenditures; implements adjustments. Resolve difficult and complex building compliance problems, meeting with developers, contractors, architects, engineers and homeowners. May perform additional duties and requests. Regular and timely attendance is required, as well as, the ability to get along with others in a professional and cordial manner.

QUALIFICATIONS

Rules and regulations of the adopted Building, Electrical, Plumbing and Mechanical Codes and city zoning codes. Principles and practices of engineering, architecture, and general building construction. Principles and practices of program development and administration. Methods and techniques of writing and developing new ordinances on building codes, subdivision regulations and related ordinances. Principles and practices of municipal budget preparation and administration. Principles of supervision, training, and performance evaluation. Pertinent Federal, State and local laws, codes and regulations. Review complex technical areas of construction operations and reference to applicable codes. Read, interpret, and analyze structural, electrical, plumbing and mechanical building plans. Identify and respond to community and City Council issues, concerns, and needs.

EDUCATION AND/OR EXPERIENCE

A High School diploma or GED is required. A Bachelor's Degree preferred, or related experience and/or training, or equivalent combination of education and experience in a related field is preferred. A minimum of four years commercial and residential building inspection work experience (municipal, preferred) is preferred.

LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Must possess the ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess State Plumbing Inspector License, International Code Council Certifications, and valid Texas Driver’s License. Must be able to obtain Building Official Certification within one year of accepting the position.
