PRIMARY PURPOSE SUMMARY:
Assists the Senior Director – Planning, Design & Administration (SDPA) in the operational management, coordination, development, and implementation of planning, programming, design, consultant management, contract administration, permitting, and pre-construction activities associated with North East Independent School District (NEISD) capital improvement and facility projects. Supports daily planning, design, and administrative operations associated with project development, consultant coordination, design review, educational specifications, environmental coordination, scheduling, procurement support, and transition into construction implementation activities. Serves as an Owner Representative for assigned planning and design projects and works closely with architects, engineers, consultants, municipal agencies, campus administrators, Facilities Maintenance & Operations (FM&O), instructional technology personnel, and other District departments to support successful project development and implementation. Assists the Senior Director in overseeing consultant coordination, project development activities, design schedules, contract administration, permitting coordination, stakeholder engagement, and pre-construction support services necessary to deliver projects that align with District standards, educational goals, operational requirements, budgets, and schedules.
Coordinates closely with the Senior Director – Construction Management & Engineering (SDCM&E) and Assistant Director – Construction Management & Engineering to ensure continuity between planning, design, constructability requirements, operational considerations, phasing requirements, and successful transition into construction implementation. Supports the Executive Director and SDPA in advancing the District’s capital improvement goals, stewardship initiatives, educational priorities, operational objectives, and long-range facility planning efforts. ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Coordinates project development activities with architects, engineers, consultants, campus administrators, municipal agencies, permitting authorities, and District departments.
2. Assists in managing architectural and engineering consultant contracts, consultant performance evaluations, and professional service agreements.
3. In the absence of the SDPA coordinates project design review meetings, stakeholder meetings, educational planning meetings, and pre-construction coordination meetings.
4. Assists in reviewing construction documents for compliance with District standards, educational specifications, operational requirements, accessibility requirements, permitting requirements, and applicable codes.
5. Assists in coordinating permitting activities, municipal reviews, utility coordination, and regulatory agency approvals.
6. Supports development and implementation of District design standards, educational specifications, facility planning criteria, and infrastructure planning requirements.
7. Assists in monitoring project development schedules, design phase budgets, consultant deliverables, and project milestones.
8. Assists in coordinating value engineering efforts, constructability reviews, phasing coordination, and operational planning activities.
9. Supports the SDPA in coordinating environmental planning activities including hazardous materials coordination, asbestos-related planning support, environmental compliance support, and related regulatory requirements.
10. Assists in administration of project management systems, planning databases, design documentation systems, and project communication platforms.
11. Assists in preparing reports, presentations, project updates, procurement documents, and Board agenda materials associated with capital improvement programs.
12. In the absence of the SDPA, coordinates closely with the SDCM&E and Assistant Director CM&E to support successful transition from planning and design into construction implementation.
13. Incorporates construction implementation feedback from the SDCME into planning, design development, scheduling, logistics, and operational coordination activities as directed by the SDPA.
14. Maintains effective working relationships with consultants, contractors, municipal agencies, governmental authorities, utility providers, regulatory agencies, and District stakeholders.
15. Assists in establishing workload priorities, project assignments, schedules, and performance expectations for assigned personnel.
16. Ensures NEISD safety, environmental, accessibility, and risk management practices are enforced at all times.
17. Represents NEISD with the highest ethical standards and conducts oneself in a professional manner.
18. Maintains confidentiality of information.
19. Reports to work on time every day.
20. Performs additional duties and accepts other responsibilities as assigned. QUALIFICATION REQUIREMENTS:
• Extensive knowledge of planning, programming, architectural and engineering design processes, consultant management, educational facility planning, project development, permitting, contract administration, and pre-construction activities
• Thorough understanding of educational specifications, design coordination, constructability principles, municipal review processes, project scheduling, value engineering, and regulatory compliance requirements
• Strong knowledge of professional service agreements, consultant coordination, procurement processes, project development scheduling, design phase budgeting, and contract administration
• Ability to read and interpret architectural and engineering drawings, specifications, contracts, schedules, technical reports, educational planning documents, and regulatory requirements
• Strong analytical, budgeting, financial, and problem-solving and decision-making skills
• Excellent communication, presentation, public relations, and people skills
• Ability to supervise personnel and maintain effective working relationships with executive leadership, campus administrators, contractors, consultants, governmental agencies, and the public
• Ability to make sound decisions quickly during high-pressure situations and construction-related emergencies
• Ability to prepare reports, correspondence, presentations, and technical documentation
• Skilled in the use of Microsoft Office software, construction management systems, scheduling software, and related project management technologies
