The Global Health Directorate leads the WBG's health agenda, partnering with governments and the private sector to strengthen health systems, improve health outcomes, and accelerate progress to expand access to quality, affordable health care. It provides intellectual leadership, technical expertise, and operational support to country teams working across the full spectrum of health system challenges.
The Health Policy and Regulation team within the Global Health Directorate is responsible for the normative, policy, and regulatory frameworks that underpin the WBG's global health agenda. It houses four dedicated programs: Mission 1.5 Billion Health Beneficiaries (health service delivery, health financing, and healthy longevity); Policy and Regulation of Mixed Health Systems (PPPs, health sector value chains, and the Health for Jobs agenda); Mission 66 Resilient Health Systems (health emergency preparedness, response and resilience, climate change, and public health and disease prevention); and Nutrition. Together, these programs generate the evidence, norms, and policy tools that guide both WBG country operations and broader global health policy dialogue.
A Central Program Implementation Unit (PIU) reports jointly to both Managers and serves as the operational bridge between the two global units, managing portfolio and pipeline, Health Compacts, CPF upstream engagement, and regional outreach. Two cross-cutting layers Methods, Impact Measurement and Innovation and Digital and AI provide foundational technical support to all programs within the Directorate.
The Mission 1.5 Billion Health Beneficiaries program is seeking to hire an Extended Term Consultant (ETC) based in Washington, D.C., reporting to the Practice Manager, Policy and Regulation, Health Knowledge Bank with day-to-day supervisory responsibility by the technical lead for Human Resources for Health. The ETC will support analytical and operational work on health workforce planning, health labor markets, and service delivery transformation across low- and middle-income countries.
The ETC is expected to be a self-starter with excellent background knowledge of health systems and health workforce analysis, strong interpersonal and communication skills, and experience in program management and multi-country engagement. Travel to client countries and/or representing the World Bank at external events will be required.
Lead and support the development, adaptation, and application of advanced analytical frameworks for health workforce planning at national and regional levels including:
- Lead and support the development, adaptation, and application of advanced analytical frameworks for health workforce planning at national and regional levels including for long-term care.
- Conduct complex quantitative analysis integrating workforce supply and demand, productivity, skills mix, and demographic and epidemiological trends, drawing on a range of HRH modelling tools and methodologies
- Support the development and dissemination of reusable modelling tools, standards, and guidance for health workforce planning and long-term care applicable across low- and middle-income country contexts.
Support and coordinate Country engagements on health systems and workforce topics including:
- Analyze how digital health technologies, automation, and evolving service delivery models are reshaping occupational structures and skill mix requirements within health labor markets, and the implications for workforce planning and investment decisions in LMIC contexts.
- Support the development of country-level health systems assessments and contribute to global knowledge products on health systems, human resources.
Manage the Community Health Workforce Systems portfolio including:
- Support analytical and policy engagement on community health workforce development, including the integration of community health workers into national health systems and broader workforce planning frameworks.
- Contribute to evidence generation on expanded community-level service delivery and its implications for health outcomes and workforce sustainability.
- Represent the World Bank at relevant global forums, partnerships, and communities of practice on community health workforce.
- Coordinate, manage, and support the development of the HRH community health workforce portfolio with internal and external stakeholders and global partnerships, including collaborating with GFF on the joint HRH work program.
Support Country Engagement and Knowledge Generation including:
- Support the application of workforce planning frameworks in client countries and contribute to policy dialogue with governments and development partners across Sub-Saharan Africa (including Ghana, Kenya, Madagascar, and South Africa), Latin America and the Caribbean, and the Pacific region.
- Prepare high-quality technical reports, analytical studies, and policy briefs; support knowledge exchange and dissemination activities; and contribute to global knowledge products on health workforce and labor market dynamics.
- Support the development of PowerPoint presentations, learning materials, briefs, and other strategic content tailored to diverse client, team, and stakeholder needs related to the HRH health systems/PHC transformation agenda.
- Facilitate timely and high-quality delivery of activity outputs that capture input from World Bank and client practitioners, including reports, case studies, and reusable analytical tools.
- Coordinate with World Bank Task Team Leaders (TTLs) to draft proposals, budgets, and progress reports as appropriate, and support onboarding of new team members where relevant.
The ideal candidate for this position will be a highly motivated individual with a strong background in health workforce analytics, health systems, and development economics. Successful candidates will have demonstrated analytical ability, strong interpersonal skills, the ability to work effectively as part of a diverse multidisciplinary team, and excellent written and verbal communication skills. Additional requirements for this position include:
- Master's degree or PhD in health economics, public health, epidemiology, health policy, demography, or a closely related field with a strong quantitative orientation, combining HNP domain experience with health workforce or labor market analysis expertise.
- Minimum five years of relevant experience in health workforce planning, human resources for health analytics, health systems analysis, or health labor market research, with demonstrated experience working in low- and middle-income countries.
- Expertise in health workforce analytics and health systems, with strong expertise in at least three of the following:
- Health workforce modelling, supply-demand analysis, and projection methodologies.
- Health systems performance.
- Community health workforce systems and service delivery models.
- Long-term care workforce planning and demographic ageing analysis.
- Health information systems and HRH data platforms (e.g., DHIS2, health facility surveys, household survey data).
- Digital health transformation and its implications for health workforce planning and skill mix.
- Track record of leading or contributing to complex analytical work on health workforce and health systems at national or regional scale, with a demonstrated ability to translate quantitative findings into actionable policy guidance for government counterparts.
- Demonstrated ability to engage effectively with senior government stakeholders, including Ministries of Health and Finance, and to manage multiple workstreams, meet deadlines, and coordinate across diverse teams and institutional partners.
- Excellent technical writing and verbal communication skills in English, including the ability to present ideas clearly and concisely and lead strategic dialogue with key internal and external stakeholders.
- Fluency in a second language (French preferred) is a plus.
- Ability to work in cross-cultural, multidisciplinary teams and adapt to resource-constrained environments.
- Enthusiasm, energy, and composure under pressure; familiarity with World Bank Group operations is an advantage.
