Program Manager- Contract Processing and Grant

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate poverty and provide opportunities for New Yorkers and communities to flourish. Under the supervision of the Deputy Director, the assigned staff will receive, review, approve, and process discretionary contracts in the sum of $5,000 or greater from subordinates, ensuring accuracy and proper processing of contracts to oversight departments. The staff will also review and approve desk reviews and/or site visits completed by their assigned staff. They will prepare and input findings on the DYCD database and provide a weekly update report to the Director of the unit, assist CBOs that make requests or need technical assistance, and provide support and follow up with the staff assigned. The selected candidate will support the discretionary grant process by providing technical assistance to providers and meeting deadlines on time. They will answer questions, explain procedures, and requirements related to contract documents. Source documents are checked accurately, thoroughly, and completely. All mandates and requirements comply. Reviews completed within prescribed deadlines. Follows up on incomplete/pending documents/referrals, by maintaining controls, requesting/reviewing additional information/records, and making determinations to finalize action on applications and confirm referrals. Information conveyed/obtained is clear, accurate, and relevant. Useful information/feedback is obtained/conveyed on a timely basis. Manner is tactful and courteous. Review initial and final documents, PASSPort contract documents, and service reports prior to processing to ensure compliance with agency requirements and Federal, State, or City mandates. Controls kept are accurate, appropriate, and complete. Discrepancies are noted accurately, clearly, and completely. Performance of contractors consistently meets agency standards/guidelines. Contracts, budgets, and monitoring documents are thoroughly and completely reviewed before submission to the Supervisor. Records entered/coded on standard forms/applications are complete and current. Entries/codes are complete, accurate, and legible. Entries are in a logical sequence. Entries are made within prescribed deadlines. Contract processing is done methodically using the contract checklist. Prepares standardized forms/supporting documentation by selecting appropriate forms, compiling/entering required information, submitting through appropriate channels, to initiate required proposed/other services for the client. Forms prepared/selected are appropriate, accurate, and relevant. Useful information/feedback is obtained/conveyed on a timely basis. Manner is tactful and courteous. Works closely with assigned providers in a professional manner and prepares budgets, work scopes, contract documents, site visits, and/or desk reviews using procedures established by the unit. Maintains liaison with two or more programs/centers/units by obtaining/conveying information, providing feedback, to facilitate cooperation/co‑ordinate activities, and maintain current records. Information conveyed/obtained is clear, accurate, and relevant. Useful information/feedback is obtained/conveyed on a timely basis. Manner is tactful and courteous. Works closely with other DYCD supporting areas and assigned providers clearly and professionally.

COMMUNITY COORDINATOR - 56058

Minimum Qualifications A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities in an area related to the duties described above. High school graduation or equivalent and six years of experience in community work or community-centered activities in an area related to the duties as described above. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above. Preferred Skills Must possess strong oral and written communication, organizational, and analytical skills. Strong ability to juggle multiple projects and priorities at once. Demonstrated working knowledge of target populations shown through management of relevant programs. Extensive experience in and working knowledge of developing human services programs and program budgets. Knowledge of New York City contracting processes. Computer literate with advanced skills in Microsoft Office: Word, Excel, Power Point, and Access.
