The Oregon Liquor and Cannabis Commission (OLCC) is excited to post an opening for a Chief Financial Officer (Budget & Fiscal Manager 3). The CFO is responsible for all fiscal matters related to the agency, including internal controls, financial recording and reporting, budgetary controls and financial recording systems.
The OLCC oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.
This position exists within the Financial Services Division of the Administration and Support Services Program. The Administration and Support Services Program provides the infrastructure to fulfill the agency mission. The Division provides fiscal accountability for the OLCC. In accordance with generally accepted accounting principles, the division provides financial services, ensures OLCC-wide accountability, and maintains financial records in support of the OLCC’s mission. Financial Services ensures appropriate oversight and review of the fiduciary role of the independent liquor agents’ activities by providing an external audit function over liquor receipts. The division also plays a role in the collection and recording of privilege taxes due from licensees of the OLCC. Financial Services implements internal control policies to accurately record and report financial transactions.

About this opportunity:
- This position is based at our Milwaukie, OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland, OR no sooner than July 1, 2027.
- After an initial training period, this position may be eligible for a flexible hybrid work schedule, however weekly in-office work will be required. This position is not eligible to be fully remote .
- This position is a management service position and is not represented by a union.
- This position serves a twelve (12) month trial service period.
Here’s what you will do:
- Lead the formulation of all fiscal policy, ensuring responsible fiscal procedures and internal controls are developed on an agency wide level.
- Responsible for interpreting and implementing all fiscally-related Commission, state and federal laws, policies and procedures creating optimum efficiency, accuracy and effectiveness.
- Manages the Financial Services Division team and functions in compliance with agency strategic goals.
- Responsible for agency budget preparation and administration.
- Responsible for fiscal impact statements for proposed laws and major administrative actions or decisions and revenue forecasting.
- Responsible for managing the agency’s public procurement functions
- Functions as primary fiscal consultant and spokesperson for all fiscal matters.
- Serves as a member of the Executive Leadership Team
- Other duties as assigned

Here’s what you need to qualify:
Minimum Qualifications :
- Seven years of supervision, management, or progressively related experience
OR
- Four years of related experience and a bachelor’s degree in a related field
Desired Attributes:
- Preference may be given to candidates who have degrees in: Finance, Accounting, Business Administration, Public Administration
- Master of Business Administration degree or similar advanced degree preferred
- 7+ years in financial leadership, ideally in federal, state or local government
- Experience with budgeting and financial modeling ensuring long-term organizational financial sustainability
- Experience using metrics-driven insights to optimize systems, processes, and performance
- Demonstrated understanding of GAAP, internal controls, and financial reporting
- Demonstrated understanding of public procurement; CPPO and/or CPPB certification a plus
- Experience with data visualization and presenting complex financial information to executive leadership, the Commission, and elected officials
- Proficiency with POS and back-of-house systems
- Experience approaching challenges with a collaborative mindset, fostering organizational success through strategic financial planning and constructive problem-solving
- Excellent written and verbal skills to include the ability to present financial information in a clear and concise style and be comfortable answering probing questions and making thoughtful suggestions
- CPFO certification and CPA certification
