JOB DESCRIPTION SUMMARY:

The I&E Manager – Processing Division provides strategic leadership, technical expertise, and functional oversight for all instrumentation, electrical, automation, and control systems across multiple liquid CO₂ and dry ice production facilities. This position is responsible for establishing division-wide standards, improving reliability and asset performance, supporting capital projects, developing technical talent, and ensuring safe and compliant operation of electrical and control systems throughout the Processing Division. The I&E Manager partners with Plant Managers, Maintenance Managers, Operations Leaders, Engineering, and EHS personnel to drive operational excellence, standardize best practices, reduce equipment downtime, and support sustainable growth across the organization's processing facilities.

JOB DUTIES:

Essential Functions:

• Promote a culture of safety and operational excellence throughout all Processing Division facilities.
• Ensure compliance with OSHA, NFPA, NEC, NFPA 70E, environmental regulations, and company safety standards.
• Provide leadership for electrical safety programs, including lockout/tagout (LOTO), arc flash mitigation, energized work permitting, and safe work practices.
• Support Process Safety Management (PSM) initiatives where applicable.
• Participate in incident investigations, root cause analyses, and corrective action development for significant electrical and control system events.
• Conduct periodic site audits and assessments to ensure compliance and consistency across facilities.
• Develop and oversee division-wide reliability strategies for instrumentation, electrical, and automation assets.
• Establish standardized preventive, predictive, and condition-based maintenance programs across all processing facilities.
• Analyze reliability metrics and identify opportunities to improve equipment performance and reduce downtime.
• Lead initiatives to improve Mean Time Between Failures (MTBF), equipment availability, maintenance efficiency, and overall asset reliability.
• Provide technical support for critical equipment failures and major production interruptions.
• Provide technical oversight for all plant control and automation systems supporting CO₂ purification, liquefaction, refrigeration, storage, dry ice manufacturing, and product loading operations.
• Develop and maintain division standards for:
  • PLC systems
  • SCADA systems
  • HMI platforms
  • Industrial networking
  • Instrumentation specifications
  • Alarm management
  • Control system cybersecurity
• Support facilities with troubleshooting, programming modifications, upgrades, and system optimization projects.
• Ensure consistency in automation architecture and lifecycle management throughout the division.
• Lead control system modernization efforts and technology roadmaps.
• Provide technical governance for electrical infrastructure across all processing facilities, including:
  • Medium- and low-voltage systems
  • Motor control centers (MCCs)
  • Variable frequency drives (VFDs)
  • Transformers
  • Backup power systems
  • UPS systems
  • Industrial motors and starters
• Coordinate arc flash studies, power quality assessments, protective device coordination studies, and electrical system upgrades.
• Review and approve significant electrical modifications and equipment specifications.
• Support planning, budgeting, and execution of capital projects across the Processing Division.
• Provide engineering review and technical approval for instrumentation, controls, and electrical project designs.
• Assist with facility expansions, plant upgrades, debottlenecking efforts, and new technology implementation.
• Participate in commissioning, startup, and acceptance testing of major projects.
• Manage relationships with engineering firms, contractors, integrators, and equipment suppliers.
• Provide functional leadership and technical guidance to plant I&E personnel throughout the division.
• Establish training, qualification, and development programs for I&E technicians and supervisors.
• Mentor site-level technical personnel and identify succession planning opportunities.
• Promote standardization of work practices and troubleshooting methodologies.
• Support hiring, performance management, and workforce planning efforts as needed.
• Assist in developing and managing division-wide maintenance, reliability, and capital budgets for I&E activities.
• Evaluate and prioritize reliability projects and capital expenditure.
• Monitor spending and ensure effective utilization of maintenance and capital resources.
• Develop vendor and contractor strategies to support division objectives.
• Develop and maintain division-wide standards, procedures, and technical specifications.
• Ensure facilities maintain current:
  • P&IDs
  • Electrical one-line diagrams
  • Loop drawings
  • Instrument indexes
  • Control narratives
  • Network architecture documentation
• Lead Management of Change (MOC) activities involving electrical and control system modifications.
• Support operational excellence initiatives and continuous improvement programs.

Additional Responsibilities:

• Assume other special activities and responsibilities from time to time as requested.
• Adhere to company standards and maintains compliance with all policies and procedures.

EDUCATION & EXPERIENCE:

Education:

• Bachelor's degree in Electrical Engineering, Instrumentation Engineering, Engineering Technology, or a related technical discipline preferred.
• An equivalent combination of education and relevant industrial experience may be considered.

Experience:

• 10+ years of progressive experience in industrial electrical, instrumentation, controls, or automation environments.
• 5+ years of leadership experience supporting multiple facilities or complex industrial operations.
• Experience in industrial gas, chemical processing, cryogenic operations, petrochemical, manufacturing, energy, or related industries preferred.
• Demonstrated success in reliability improvement, capital project management, and technical leadership.

PHYSICAL & MENTAL DEMANDS:

• The position requires a physical presence at the Company's corporate offices located in Pampa, TX.
• The noise level in the primary work environment is usually moderate i.e., business office with computer printer, and light traffic.
• Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc.
• Regularly requires sitting at a computer screen for extended periods of time.
• Frequently requires analyzing and interpreting data and extended focus.
• Regularly required to use hands and arms to finger, handle, feel or reach for objects, tools, etc.
• Regularly required to express or exchange ideas by means of the written or spoken word.
• Occasionally required to move about, sit, stand, carry up to 10 lbs.
• Mental requirements include the ability to read, write, reason, problem solve and perform mathematical calculations.
