Human Resources Payroll Manager

MLC Recruitment is seeking a detail-oriented and dependable Payroll & Human Resources Manager to oversee payroll processing and support day-to-day HR operations for our Syracuse-area client. This role combines payroll administration with light human resources responsibilities including onboarding, benefits coordination, employee records management, and compliance support. The ideal candidate is organized, confidential, customer-service focused, and experienced with payroll systems and HR processes.

Key Responsibilities

Payroll Administration

• Process weekly payroll accurately and on time
• Maintain payroll records, deductions, garnishments, commissions, and tax reporting
• Ensure compliance with federal, New York State, and local payroll regulations
• Reconcile payroll reports and assist with audits and reporting
• Manage employee timekeeping systems and payroll changes
• Coordinate with accounting regarding payroll journal entries and benefits reconciliations

Human Resources Support

• Assist with onboarding, orientation, and new hire paperwork
• Maintain employee personnel files and HRIS records
• Support benefits enrollment, changes, and employee questions
• Coordinate leave administration, workers’ compensation, and compliance documentation
• Support employee relations and company policy communication
• Help ensure compliance with employment laws and internal procedures

Qualifications

• 3+ years of payroll and HR experience
• Experience with payroll systems such as Paycor preferred
• Knowledge of payroll laws, HR practices, and employment compliance
• Strong Microsoft Excel and Office skills
• Excellent organizational, communication, and problem-solving abilities
• Ability to handle confidential information with professionalism

• Multi-state payroll experience
• Strong attention to detail and accuracy
• Ability to prioritize multiple deadlines in a fast-paced environment
