DTMB administers the Information TechnologyInvestment Fund (ITIF), a legislative appropriation that provides funding forcritical information technology modernization, cybersecurity, innovation, andinfrastructure initiatives across State of Michigan agencies. Given the size,visibility, and complexity of these investments, DTMB requires timely,accurate, and actionable reporting to support executive oversight, portfoliogovernance, and informed investment decision-making. The successful candidate will serve as atechnical and analytical resource within the Enterprise Portfolio ManagementOffice (EPMO), supporting the SUITE Investment Management and Project and PortfolioManagement Support teams within the Portfolio Division. The resource will be responsible for designing, developing, implementing, and maintaining enterprisereporting and business intelligence solutions that enable effective portfoliogovernance and performance management. Working collaboratively with executiveleadership, portfolio managers, project managers, business stakeholders, andtechnical teams, the Senior Data Engineer will transform data from multipleenterprise systems into actionable business intelligence supporting investmentmanagement, project oversight, risk identification, compliance monitoring, andexecutive decision-making. While the primary focus of this positionwill be supporting ITIF-funded initiatives, the resource may also developreporting and analytical capabilities supporting the broader statewide ITportfolio, Project Portfolio Management (PPM) environment, and SUITE InvestmentManagement processes. Position Responsibilities The Senior Data Engineer shall performduties including, but not limited to, the following: Portfolio Reporting and BusinessIntelligence Design, develop, implement, andmaintain enterprise dashboards, executive scorecards, and business intelligencesolutions supporting statewide IT investment management. Develop standardized portfolioreporting supporting ITIF investments, project performance, portfoliogovernance, and executive oversight. Design meaningful KeyPerformance Indicators (KPIs), portfolio metrics, and visualizations thatcommunicate organizational performance and portfolio health. Develop automated reportingprocesses that improve reporting accuracy, consistency, and timeliness. Produce recurring and ad hocexecutive reports supporting DTMB leadership, governance bodies, and agencystakeholders. Data Engineering and Integration Design, develop, and maintaindata pipelines integrating information from the State's Project PortfolioManagement (PPM) platform, business intelligence environment, financialsystems, governance repositories, and other enterprise data sources. Develop, optimize, and maintaincomplex SQL queries, data models, and transformation processes. Design scalable data modelsthat support enterprise reporting and analytical capabilities. Ensure data quality,consistency, integrity, and reliability across reporting environments. Recommend improvements toenterprise data architecture supporting investment management and portfolioreporting. Analyze project, portfolio,financial, schedule, resource, governance, and operational data to identifytrends, risks, opportunities, and emerging issues. Assess project health, riskmanagement effectiveness, deliverable quality, and compliance with applicablestandards and governance requirements. Perform root cause analysis toidentify systemic portfolio issues and recommend corrective actions. Identify risks andopportunities requiring escalation to the EPMO and DTMB executive leadership. Develop predictive andtrend-based reporting supporting proactive portfolio management and investmentdecision-making. Business Analysis and StakeholderEngagement Facilitate meetings withbusiness stakeholders to identify reporting requirements, performance measures,and analytical needs. Gather, analyze, and documentbusiness and technical requirements for enterprise reporting solutions. Translate business requirementsinto technical reporting and dashboard solutions. Recommend reporting strategies,visualization approaches, and analytical solutions that improve executivedecision-making. Document business requirements,technical specifications, data definitions, metadata, and reporting standards. Identify opportunities toautomate manual reporting activities and improve reporting efficiency. Recommend enhancements toportfolio reporting processes, governance metrics, and business intelligencecapabilities. Support development andmaintenance of statewide reporting standards supporting project management andinvestment management. Participate in continuousimprovement initiatives supporting the SUITE methodology, Investment Managementprogram, and enterprise reporting capabilities. Provide knowledge transfer,documentation, and technical guidance to State staff supporting long-termsustainability. Strong analytical andproblem-solving skills with demonstrated experience performing root causeanalysis, identifying trends, and making data-driven recommendations. Experience developing andoptimizing SQL queries, data models, and data transformation processes. Excellent written and verbalcommunication skills with the ability to communicate technical informationeffectively to both technical and non-technical audiences. Demonstrated ability to workindependently while managing multiple assignments, priorities, and stakeholderexpectations. Preferred Qualifications Preference will be given to candidates withexperience in one or more of the following: Project Portfolio Management(PPM) systems such as Clarity, ServiceNow PPM, Planview, Microsoft ProjectOnline, or similar enterprise portfolio management platforms. Enterprise data warehousing,semantic models, or business intelligence architecture. Developing automated reportingsolutions using APIs, ETL processes, scripting languages, or data integrationplatforms. Government, public sector, orother large enterprise reporting environments. Project managementmethodologies including PMI PMBOK, Agile, Scrum, Kanban, or SAFe. Education Bachelor's degree in ComputerScience, Information Systems, Data Science, Business Analytics, ManagementInformation Systems, Mathematics, Statistics, Engineering, or another closelyrelated field. Equivalent combinations ofeducation, technical training, professional certifications, and directlyrelated experience may be considered.
