Senior Project Manager

Job Summary:

The Project Manager/Leader will oversee and lead large-scale, complex technology projects, specifically supporting the Public Safety Radio Network (PSRN) program. This senior leadership role involves managing project schedules, risks, and deliverables while providing strategic guidance, executive reporting, and decision-support to senior government stakeholders. The role requires coordinating cross-project activities and ensuring the successful delivery of multi-year, high-value initiatives within a public sector environment. Responsibilities:

• Manage, track, and update complex project schedules, risks, and deliverables.
• Lead executive governance, reporting, and decision-support activities by synthesizing technical and operational information for senior government decision-makers.
• Provide strategic leadership and advisory services to support PSRN program delivery, risk management, issue resolution, and cross-project coordination.
• Develop executive project status briefings and materials with short turnaround times and high quality.
• Collaborate with project managers and teams to develop integrated project reporting and detailed project plans.
• Manage the monthly governance cycle including collection, editing, and development of new materials.
• Synthesize project status and progress for committees and senior management.
• Identify, communicate, and manage risks and issues proactively to ensure efficient project delivery.
• Maintain strong relationships with project team members and leadership to support mitigation strategies.
• Develop and present dashboards, reports, and briefing materials for executive committees.
• Prepare financial management materials related to project delivery as needed.
• Develop communication materials for network implementation, transition, and migration strategies.
• Manage large-scale governance committee materials, attendance, and related terms of reference.
• Ensure compliance with Contractor Security Clearance Process requirements.

Required Skills & Certifications:

• Minimum 5 years of senior leadership experience in project/program management of large-scale, multiyear, complex technology projects.
• In-depth knowledge and proven application of all project management phases (concept, definition, planning, implementation, closeout) for high-value projects.
• Exceptional communication skills to translate technical information into executive presentations and briefing notes.
• Strong ability to identify, analyze, and communicate risks and issues with mitigation strategies.
• Experience leading executive governance cycles and developing materials for senior executive committees.
• Strategic orientation with ability to develop multi-year strategies and operational plans.
• Superior consultation, negotiation, and relationship management skills.
• Experience working with senior government officials and understanding of public sector governance models.
• Clearance through the Contractor Security Clearance Process of the OPS.

Preferred Skills & Certifications:

• Experience in public safety environments and knowledge of related strategic and operational governance.
• Proven ability to manage complex interdependencies and vendor commitments within large projects.
• Strong analytical and problem-solving skills with ability to synthesize complex data for executive decision-making.
• Experience developing and maintaining project management artifacts such as meeting minutes, change requests, and project plans.
• Experience in hybrid work environments with the ability to work onsite and remotely as required.

Special Considerations:

• Role requires clearance through the Contractor Security Clearance Process of the OPS.
• Must demonstrate political acuity, diplomacy, and sound judgment in communication and stakeholder engagement.
• Ability to handle sensitive and high-profile issues with discretion.

Scheduling:

• Hybrid work schedule: 3 days onsite and 2 days remote per week.
• Must be able to meet tight deadlines and manage multiple priorities concurrently.
