Information Technology Support Specialist

Under direct supervision, performs entry-level technical work in support of the City's information technology environment, including help desk and end-user support, hardware and software installation and configuration, basic network and telecommunications support, audiovisual setup, asset management, and routine cybersecurity tasks; travels by vehicle to City facilities to perform on-site work; continually learns and applies new technologies as the City's environment evolves; and performs related duties as required.

Works under the direct supervision of the Information Systems Administrator.

Does not supervise. May provide informal guidance to other staff on routine end-user procedures.

Essential duties and responsibilities may include, but are not limited to, the following:

Serves as a primary point of contact for help desk requests received through any channel used by the City; logs, prioritizes, and tracks tickets to resolution; diagnoses and resolves common hardware, software, account, connectivity, printing, and peripheral issues for end-user devices; escalates issues that exceed the scope of the position; communicates clearly with non-technical users; and documents resolutions and standard procedures.

Installs, images, configures, deploys, retires, and physically relocates end-user computing equipment and peripherals; provides first-tier support for the Microsoft 365 suite and other standard City applications; applies operating system patches, software updates, and approved configuration changes; and assists with mobile device and endpoint management.

Performs routine identity and access management tasks across the City's directory and identity platforms, such as Active Directory and Microsoft Entra ID, including creating and disabling accounts, resetting passwords, managing group membership, and assigning licenses, in accordance with established procedures.

Performs basic network and telecommunications support, including installing, terminating, testing, labeling, and documenting structured cabling; mounting and replacing wireless access points, switches, routers, firewalls, and rack-mounted equipment under direction of higher-level staff, including in locations that require ladders or lifts; troubleshooting wired and wireless connectivity issues; and supporting the City's telephone, voicemail, and unified communications systems.

Sets up, operates, and breaks down audiovisual and conferencing equipment for staff meetings, training, City Council meetings, public hearings, and other City events; provides on-site support before and during meetings to resolve issues quickly.

Follows the City's information security policies in all work; assists with the support of security controls such as multifactor authentication, endpoint protection, and patch management; recognizes and reports suspected phishing, malware, and other security incidents; and supports user awareness efforts.

Maintains accurate inventory of City-owned hardware, peripherals, software licenses, and consumables; maintains current documentation of installations, configurations, and standard operating procedures; and keeps the CIS work area, network closets, and storage areas clean, organized, and safe.

Continuously learns and adapts to new hardware, software, cloud services, and security requirements as the City's technology environment evolves, and performs work involving those new technologies as assigned. Continuous learning and the performance of work involving new and evolving technologies is itself an essential function of this position.

Operates a City or personal vehicle to travel between City facilities to perform on-site work, transporting tools, equipment, and materials as needed; works at any City facility or location, on-site or remotely as assigned; and performs work outside of regular business hours when needed, including occasional evenings, weekends, and holidays, to support City operations, public meetings, system maintenance, or emergencies.

Performs other related duties as assigned, including duties not specifically listed in this specification, when those duties are reasonably related to the general nature and level of work described herein, are within the incumbent's skill set or training capacity, and serve the operational needs of the City.

Minimum & Desirable Qualifications

Education and Experience

Graduation from high school or equivalent, supplemented by coursework, vocational training, or industry certification in information technology, computer science, networking, or a related field is required, and one (1) year of help desk, desktop support, or similar information technology support experience is required. Industry certifications such as CompTIA A+, CompTIA Network+, or Microsoft 365 certifications are highly desirable. Bilingual ability (English/Spanish) is desirable.

License and Driving Requirement

Possession of a valid California Class C Driver's License, proof of insurance and a satisfactory driving record at time of appointment and throughout employment in this position is required as a core function of this position requires the incumbent to travel using a City vehicle between various City locations.

Knowledge, Skills, and Abilities

Knowledge of: principles and current standards of end-user computing, the Microsoft 365 suite, and common business applications; basic principles of computer networking, including TCP/IP, DNS, DHCP, structured cabling, and common network hardware; basic principles of identity and access management; basic cybersecurity principles relevant to end-user support; help desk and ticketing practices; principles of customer service and public contact in a public-sector environment; and safe work practices for handling electronic equipment, working in network closets, using ladders and hand tools, and operating a passenger vehicle for work-related travel.

Ability to: diagnose and resolve a wide range of routine hardware, software, account, and connectivity problems; install, terminate, and document structured cabling, and install and replace network access points, switches, and related hardware at a basic level; climb ladders and work in confined spaces; learn new technologies and procedures quickly and perform work involving them; accept feedback and complete assigned training; manage a queue of competing requests, set priorities, and meet deadlines; communicate clearly with technical and non-technical staff; maintain confidentiality of sensitive information; work independently on routine assignments and exercise sound judgment in deciding when to escalate; safely operate a motor vehicle and load, secure, and transport tools and equipment; perform work at any City facility, on-site or remotely as assigned, and outside regular business hours when required; and establish and maintain cooperative working relationships with co-workers, supervisors, vendors, and the public.

Skill in: the operation of computer, network, audiovisual, and standard office equipment, including equipment and platforms adopted after the date of this specification; standard office and collaboration software; the City's ticketing, identity, and end-user support tools; basic hand tools, cable testers, and similar equipment; and the safe operation of a passenger motor vehicle in the course of work-related travel.

Other Important Information

An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear, use hands and fingers to handle tools and equipment, reach with hands and arms, and operate a motor vehicle. The employee is frequently required to stoop, kneel, crouch, crawl, climb ladders, and enter and exit a vehicle while carrying tools and equipment. The employee occasionally works in confined spaces such as network closets, and occasionally lifts, carries, pushes, or pulls equipment weighing up to 50 pounds, with assistance or mechanical aid for larger items. Vision abilities required include close, distance, peripheral, and color vision sufficient for cable identification, computer use, and safe vehicle operation. Hearing must be sufficient to safely operate a motor vehicle in traffic and to recognize emergency signals.

Work is performed at any City facility, including office, server room, and network closet environments, with regular work outdoors and travel between City facilities by motor vehicle. The employee may be exposed to dust, varying temperatures in equipment rooms, and routine outdoor and traffic conditions. Some assignments require evening, weekend, holiday, or on-call work to support City operations, public meetings, system maintenance, or emergencies.
