LABOR RELATIONS SPECIALIST

Labor Relations Officer, LABOR RELATIONS SPECIALIST Salary: $7,172.00 - $8,910.00 per month. This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship by the start date of employment. The Department of Toxic Substances Control does not participate in E‑Verify for employment authorization purposes. Responsibilities Represent management with employee organizations on implementation of program and policy changes with labor relations impact. Act as a representative for the Director in meetings and meet‑and‑confers with employee representatives. Represent DTSC’s interests in all aspects of bargaining‑unit contract negotiations. Provide advice and counseling to departmental managers on a variety of labor relations matters such as grievances, relationships with employee organizations, interpretation of law, Department of Human Resources (CalHR) and State Personnel Board (SPB) rules and decisions, and contract provisions. Consult with CalHR Labor Relations Officers and attorneys on ongoing grievance and arbitration cases. Review proposed program and policy changes and advise management on labor relations impact. Qualifications Knowledge of California Government Code 19130 (Personnel Services Contracts, collective bargaining contracts and CalHR guidelines). Knowledge of procedures and operations of the State Personnel Board. Strong analytical and problem‑solving skills. Excellent written and verbal communication skills with an ability to actively listen. Ability to interpret and apply complex regulations and agreements. Detail oriented with strong organizational skills. Proficiency in Microsoft Office Suite and other relevant software. Work independently and in a team environment. Excellent/reliable attendance. Excellent time‑management and organizational skills, and ability to meet strict deadlines. Ability to multi‑task and be flexible with changing priorities.
