Job Title: RPR / Construction Inspector Job Description

The RPR / Construction Inspector provides dedicated on-site representation during the construction of municipal water and wastewater infrastructure projects. In this role, you observe field activities, monitor progress and quality, and maintain accurate documentation from project start through completion. You serve as the owner’s representative on a single project at a time, ensuring that contractor work complies with plans, specifications, and contract documents while supporting safety and contributing to critical infrastructure improvements in local communities.

Responsibilities

• Remain on the jobsite daily throughout active construction to provide continuous oversight of field activities.
• Conduct detailed on-site observations to verify that contractor work aligns with approved plans, specifications, and contract documents.
• Maintain thorough daily and weekly reports, logs, markups, photographs, and other project documentation using a laptop and construction reporting software.
• Review and track construction progress schedules, shop drawings, samples, and contractor submittals to ensure timely and accurate execution.
• Attend and actively participate in preconstruction, progress, and coordination meetings with contractors and engineers.
• Support and adhere to jobsite safety programs by following required protocols and promoting a safe work environment.
• Review contractor pay applications, verify quantities, and confirm that work completed matches documented progress.
• Coordinate closely with the assigned engineer, clearly communicate field issues, and recommend practical solutions when appropriate.
• Oversee and document testing activities for water and sewer pipe installations, such as pressure, hydrostatic, air, leak, chlorination and de‑chlorination, vacuum, and mandrel testing, as applicable to the project.
• Monitor construction of water treatment plants, wastewater treatment plants, water distribution systems, wastewater collection systems, pump stations, lift stations, and underground utilities.
• Ensure that construction of water lines, sewer lines, sanitary sewer lines, storm sewer, and related underground infrastructure meets quality and compliance standards.
• Use strong computer skills to complete timely daily and weekly reporting, including use of Excel, Word, Outlook, and construction reporting tools.
• Collaborate directly with the engineering and construction teams from design through construction, providing field insight and feedback.
• Perform other related duties as assigned to support successful project delivery.

Essential Skills

• Professional experience in the construction and/or construction inspection of wet utility systems, including water lines, sanitary sewer lines, storm sewer, and water/wastewater treatment plants.
• Strong understanding of underground construction for water lines, sewer lines, and sanitary sewer lines.
• Ability to read and interpret civil construction plans and specifications accurately.
• Proficiency with computers, including strong skills in Excel, Word, Outlook, and construction reporting software.
• Ability to complete detailed daily and weekly reports using a laptop as a critical part of the role.
• Willingness and ability to travel to project sites and stay overnight as needed.
• Experience in construction inspection for wet utilities with a civil consulting firm, or experience from the construction contractor side in wet utilities, or INDOT construction inspection experience.
• Knowledge of construction inspection practices related to water treatment plants, wastewater treatment plants, pump stations, lift stations, and underground utilities.
• Ability to work standard construction hours and regularly perform overtime, including working 50+ hours per week during peak periods.
• Strong communication skills to coordinate with engineers, contractors, and project stakeholders.
• Attention to detail and ability to maintain accurate, organized documentation in a fast-paced field environment.

Additional Skills & Qualifications

• Experience as an RPR or Construction Inspector with water and wastewater utilities inspection is highly relevant.
• Background as an INDOT roadway or bridge inspector who is interested in transitioning to water and wastewater infrastructure work.
• Experience as a Construction Foreman, Lead, or Manager with 5+ years in wet utilities or treatment plant construction.
• Familiarity with civil construction, concrete work, and inspection processes for pumping stations and lift stations.
• Experience with underground utilities, including service lines, large mains, and interceptors.
• Exposure to or use of construction reporting and project management software such as Procore.
• Understanding of testing methods for water and sewer pipe installations, including pressure testing, hydrostatic testing, air testing, leak testing, chlorination and de‑chlorination (disinfection), vacuum testing, and mandrel testing.
• Interest in long-term, stable work in the water and wastewater sector with opportunities for annual performance evaluations and pay increases.
• Motivation to have meaningful impact on local communities through the delivery of critical infrastructure projects.

Work Environment

This role is field-based and centered on active construction sites for municipal water and wastewater infrastructure, including water treatment plants, wastewater treatment plants, water and wastewater distribution and collection systems, pump stations, lift stations, and underground utilities. You typically work standard construction hours, around 7:00 AM to 4:00 PM, with start and end times varying by season and contractor schedule. Overtime is common, and you should be comfortable working 50+ hours per week during peak construction periods. Overnight travel is frequent depending on project location. Inspectors are generally kept as close to home as possible, but you will travel to where the work is needed. Travel includes mileage reimbursement for trips to and from the site and on-site mileage, with guidance on whether daily commuting or lodging is most cost-effective based on distance and drive time. When overnight stays are required, hotels or apartments are provided and paid directly, and a per diem is available to cover meals according to established guidelines. You manage one project at a time, providing high ownership and autonomy as the on-site representative, and you collaborate directly with engineering and construction teams from design through construction. The team includes a statewide group of RPRs and construction inspectors supported by construction management leadership. Job Type & Location

This is a Contract to Hire position based out of Evansville, IN.

Pay and Benefits

The pay range for this position is $30.00 - $40.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
