The Training Program Manager is aligned with GSA Labor Category: Consultant / Technical Writer.

We seek Training Program Manager candidates with relevant Nuclear And Environmental Management Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Nuclear And Environmental Management Sector Clients such as SRNS. This as a Contract Contingent or Contract W-2 (IRS-1099) Training Program Manager Functional Area / Swim Lane / Category Discipline Professional - Comprehensive Procedural Support For Savannah River Nuclear Solution's (SRNS) Contracts & Supply Chain Management (C&SCM) Delivered By The ProSidian Engagement Team (Project Manager | Procedure Writer I | Procedure Writer II | Procedure Writer III | Technical Writer II | Training Program Manager | Training Specialist I | Training Specialist II | Training Specialist III | Contracts SME | Contracts Specialist) Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position.

Provide services and support as a Training Program Manager in the Nuclear And Environmental Management Industry Sector focusing on CM | Compliance Solutions for clients such as Savannah River Nuclear Solutions, LLC (SRNS | C&SCM) | SRNS Contracts & Supply Chain Management (C&SCM) Generally Located In Aiken, SC and across the South Eastern USA Region (Of Country/World) Hybrid – On/Off Client Site and Virtual.

Delivers and supports Engagement Team initiatives for Comprehensive Procedural Support For Savannah River Nuclear Solution's (SRNS) Contracts & Supply Chain Management (C&SCM) by Leading and delivering on integrated PMO governance, regulatory compliance, contract optimization, and process engineering to design, document, implement, train, and continuously improve end-to-end C&SCM procedures, ensuring compliant, efficient, audit-ready procurement and supply chain execution aligned with FAR, DEAR, DOE, NNSA, and evolving mission requirements.

Purpose: Establish and execute a structured, end-to-end delivery framework that defines the compliance baseline, translates requirements into an optimized future-state operating model, develops and operationalizes standardized procedures and artifacts, enables enterprise-wide adoption, supports deployment into live operations, continuously measures and improves performance, and sustains long-term regulatory compliance and procedural integrity across Savannah River Nuclear Solutions' (SRNS) Contracts & Supply Chain Management (C&SCM) environment.

Core Functions: Execute integrated program governance, regulatory compliance analysis, and strategic advisory to design, develop, document, visualize, implement, and sustain standardized Contracts & Supply Chain Management (C&SCM) procedures—encompassing end-to-end acquisition lifecycle modeling, training and change management, operational deployment, performance monitoring, continuous improvement, and long-term compliance maintenance aligned with Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulation (DEAR), Department of Energy (DOE) directives, and Savannah River Nuclear Solutions (SRNS) requirements.

Foundation for Deliverables: Delivers compliant, integrated Nuclear and Environmental Management Energy, Infrastructure, and Environment Contracts & Supply Chain Management (C&SCM) Procedural Support procedures, training, and governance, enhancing SRNS procurement efficiency and mission readiness:

  • Contracts & Supply Chain Management and Operations Consulting
  • Program Governance & Project Management (PMO)
  • Regulatory Compliance, Prime Contract Analysis & Requirements Decomposition
  • Strategic Advisory & Contract Optimization
  • Process Engineering, Procedure Development & Cross-Functional Integration
  • Operational Domain Procedure Development (SCM Execution Layers)
  • Documentation, Forms, Terms & Conditions, and Knowledge Management
  • Visualization, Process Modeling & Acquisition Lifecycle Mapping
  • Training, Change Management & Workforce Enablement

  • Compliance Sustainment, Audit Readiness & Lifecycle Maintenance

Responsibilities and Duties - Training Program Manager:

  • Develop training plans; manage delivery; oversee curriculum; ensure workforce readiness.
  • Designs and leads enterprise training strategy for C&SCM procedural adoption. Drives Contracts & Supply Chain Management (C&SCM) procedural transformation ensuring FAR — Federal Acquisition Regulation, DEAR — Department of Energy Acquisition Regulation, and NSA — National Nuclear Security Administration alignment, and enterprise integration.
  • Lead/execute analysis of contracts and regulations; develop Standard Operating Procedures (SOP)s, process maps, and templates; support training; ensure compliance and continuous improvement.
  • Regulatory analysis, technical writing, procurement lifecycle expertise, stakeholder engagement, training delivery, analytics.
  • Analytical thinking, communication, compliance discipline, leadership (senior roles), adaptability, collaboration.
  • Supports 5-year Nuclear And Environmental Management Energy, Infrastructure, And Environment engagement; hybrid delivery with possible onsite badging; supports ~360 personnel.
  • Contributes to acquisition lifecycle flowcharts, compliance updates, and procedural sustainment.

The role(s) are located in the South Eastern USA Region, at or near Aiken, SC. Initially identified Work Site Address (Hybrid – On/Off Client Site and Virtual: Building 992-3W, 1148 Aiken, SC 29808

Qualifications

Desired Qualifications For Training Program Manager Candidates:

10–12+ years training leadership; DOE or federal experience preferred.

Bachelor's required; Master's preferred.

This position aligns with functional and technical requirements in the Nuclear And Environmental Management Sector and Training Program Manager Candidates principally support Training Program Manager Functional Area / Swim Lane / Category Disciplines.

Skills Required:

Primarily focused on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives and aligned with Program Support activities Training Program Manager Functional Area Activities.

Instructional design, program management, LMS tools.

Competencies Required:
