Annual Pay Range: $119,614.73 - $161,479.39 Hourly Pay Range: $57.507081 - $77.634322 Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.
JOB DETAILS AND QUALIFICATIONS
Clackamas County Department of Human Resources (HR) is seeking an experienced and strategic Risk Manager to lead the County's comprehensive risk management and insurance programs. This key leadership position is responsible for identifying, evaluating, mitigating, and managing organizational risks. The Risk Manager oversees countywide programs designed to reduce exposure to loss and liability, ensure regulatory compliance, and promote a culture of safety and risk awareness. The Risk Manager provides leadership for the County's risk management, insurance, and safety functions. Responsibilities include developing and implementing policies, programs, and strategic initiatives; overseeing program budgets; managing insurance coverage and claims administration; and supervising professional staff. This position serves as a trusted advisor to County leadership and partners closely with departments across the organization to develop proactive solutions that balance risk, operational needs, and service delivery. The ideal candidate is a collaborative and influential leader with substantial experience managing risk and insurance programs in a complex, self-insured environment. They possess strong analytical and problem-solving skills, sound judgment, and the ability to build productive relationships with diverse stakeholders. Successful candidates will have a proven track record of developing effective risk management strategies, leading organizational initiatives, and fostering partnerships that support the County's mission, values, and long-term goals. Required Minimum Qualifications/Transferrable Skills:*
- A minimum of seven (7) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position. At least four (4) years progressively responsible experience in developing, implementing and managing a Risk Management program (including insurance management).
- At least two (2) years of supervisory experience, including assigning work, training staff, preparing and conducting performance appraisals, addressing performance deficiencies, and recommending corrective actions.
- Experience providing strategic advice to leadership on risk management issues and projects.
- Experience managing and directing a risk management program in a self-insured environment.
- Experience planning, implementing and evaluating loss control programs, including safety.
- Experience analyzing, procuring, interpreting and applying insurance policies.
- Experience evaluating contract insurance requirements.
- Experience negotiating and administering contracts for third party administrators, insurance providers, claim adjusters, and legal services.
- Experience managing and directing the investigation and adjudication of a wide range of claims, including liability and worker's compensation
- Experience preparing and administering budgets, to include allocation administration.
- A bachelor's degree in Business Administration, Public Administration, or other closely aligned program from an accredited institution of higher education with coursework in insurance program management, insurance claims and adjudication, and safety and loss prevention.
- Certified Risk Manager (CRM) or Associate in Risk Management (ARM) designation.
- Experience working in the Public sector.
- Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.
TYPICAL TASKS
Duties may include but are not limited to the following:
Develops long-term direction and philosophy for programs within the Risk & Safety Management Division, in coordination with the Deputy HR Director, to align with County business objectives and workforce needs. Develops and implements risk management policies, goals and objectives; identifies opportunities for improving division operations; promotes risk management, safety, accident prevention, loss prevention activities and programs; researches industry best practices and incorporates into program design; ensures division operations are in compliance with Federal and State statutes, rules, and regulations. Provides strategic advice to County leadership, elected officials on risk management issues and projects, claims status and insurance matters; prepares, reviews and presents staff reports and recommendations; coordinates legal activities with County Counsel and outside legal counsel; prepares reports on current status of insurance claims and loss
prevention/loss control programs; regularly presents current information to County directors and management staff. Analyzes and recommends insurance coverage; prepares insurance specifications and negotiates policies with brokers; establishes procedures for monitoring and adjusting claims; maintains records, analyzes data and prepares reports on insured and uninsured claims; identifies areas requiring additional loss control activities to reduce claim frequency and severity; investigates accidents. Prepares and manages budgets and accounting records for self-insured reserve funds; establishes and allocates costs to County departments based on loss experience and related factors. In coordination with the Deputy HR Director, develops annual and supplemental budgets; prepares and manages budgets and accounting records for operating and self-insured reserve funds; presents budget proposals to HR Director; monitors revenues and expenditures. Monitors legislative and administrative actions which affect County risk management programs, including unemployment compensation, workers compensation, casualty and liability insurance, tort liability, occupational hazards, safety, environmental hazards and related issues; monitors and interprets changes in laws and regulations; makes recommendations to ensure County programs maintain compliance. Hires and provides leadership and supervision to supervisory, professional and administrative staff; assigns work, evaluates performance, and provides coaching, and administers progressive discipline when necessary; conducts and/or facilitates staff training and development programs; provides direction to staff on complex technical or procedural issues; promotes teamwork and continuous improvement within the Risk & Safety Management Division. Manages, directs and organizes the County's self-funded and self-administered workers' compensation program; supervises the day-to-day processing of workers' compensation claims including disability benefits, medical treatment, reserves and permanent disability calculations, and early return to work; monitors State of Oregon requirements for providing timely and accurate claims processing provisions. Negotiates and administers contracts for third party administrators, insurance providers, claims adjusters, legal services and others as required for program administration and delivery of services. Manages and directs the investigation and adjudication of a wide range of claims filed against the County; conducts analytical studies and trend analyses of claims activities to identify, evaluate and analyze risks; prepares reports of findings, alternatives and recommendations. Participates as a member of the HR management team; participates in department budgeting and long-range planning processes; participates in policy and program decisions with other members of the management team. Thorough knowledge of: Principles and techniques of risk management; principles and practices of insurance underwriting; safety, security and other loss prevention methods; claims administration techniques; Federal and State laws, codes and regulations applicable to insurance, workers compensation, liability, safety and unemployment claims. Working knowledge of: Principles and practices of public administration, including budget administration, contract administration and personnel management; participative management theories; cost control methods; financial record keeping and reporting procedures; research techniques. Skill to: Develop, implement and evaluate risk management and insurance programs; plan, implement and evaluate loss control programs, including safety, accident prevention, property conservation and fire prevention; design and maintain complex record keeping systems; interpret and apply insurance policies, contracts, ordinances, laws and regulations; investigate claims and negotiate settlements; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and County staff; establish and maintain effective working relationships with elected officials, government agencies, insurance brokers, County employees and the public; prepare and administer budgets; research, analyze and report on statistical data; communicate effectively, both orally and in writing. Ability to exert influence over processes and decisions.
WORK SCHEDULE
This position requires availability for emergency, on-call, and after-hours response. This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County. Please note: While this position is eligible for hybrid work, the selected incumbent will be on-site for at least the first six (6) months during onboarding and training.
