This position is aligned in the Ward Administration area section of the Business Office. The Supervisory Medical Support Assistant provides technical and administrative supervision to Medical Support Assistants in the Ward Administration. He or She has the responsibility for assisting in directing, planning, and administrative coordination of the day-to-day operations within the section.

Duties at this level include, but are not limited to:

• The incumbent will identify, analyze, and make recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, performance appraisals and organizational structure.
• Interviews prospective applicants and recommends top candidates for the concurrence of the Member Services Section Chief, Assistant Chief and Chief of Business Office.
• Work also involves developing detailed procedures and guidelines to supplement established administrative regulations or program guidance.
• Incumbent must be able to train staff on the requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities.
• The Supervisory MSA may be asked to participate in the daily huddles and team meetings where patient care planning and management occur. Incumbent will rotate this to assure all MSA staff are in attendance and understand the processes.

Basic Requirements :

• Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens according to 38 U.S.C. § 7407(a).
• Experience. No experience required.
• Education. High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education.
• Licensure/Certification/Registration. None
• English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations : In addition to the basic requirements above, applicants must meet the following experience:

Experience: One year of experience equivalent to the GS-6 grade level. Examples of credible experience at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as a liaison between schedulers and staff to resolve day to day conflicts.

AND

Knowledge, Skills, and Abilities (KSAs) . In addition to the experience or education above, the candidate must demonstrate the following KSAs:

1. Ability to provide the full range of administrative and supervisory duties in a patient support setting, which includes assignment of 12 work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
2. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
3. Ability to provide briefings, orientations, staff development, and training related to administrative functions in a patient support setting.
4. Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities.

Note: Quality of Experience. Qualifying experience must be at a level comparable to MSA experience or equivalent administrative clinical support role in a non-VA medical inpatient or outpatient setting at the next lower grade level. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity/difficulty and a range of varieties.

Physical Requirements: Supervisory Medical Support Assistants must be able to operate a computer terminal and be able to manage multiple activities at one time. Work in generally sedentary; however, there may be some walking, standing, bending, and carrying of light items.
