Senior Quality Assurance Observer (QA)

Job Description We are seeking a Senior Quality Assurance (QA) Observer to support federal construction projects at Hanscom Air Force Base. This individual will provide on-site quality assurance surveillance and technical support to the Project Delivery Team (PDT) by monitoring construction activities, documenting project progress, identifying deficiencies, and ensuring compliance with project plans, specifications, and safety requirements. The ideal candidate will have extensive construction field experience, strong knowledge of federal construction standards, and prior experience serving in a Quality Control Manager or Superintendent capacity. Day-to-Day Responsibilities Perform daily on-site quality assurance surveillance of construction activities. Prepare detailed daily QA reports documenting project progress, site conditions, and observed deficiencies. Monitor contractor compliance with approved contract plans and specifications. Observe construction operations for compliance with the Accident Prevention Plan (APP), EM 385-1-1, and applicable OSHA standards. Immediately report any observed situations that may pose imminent danger to personnel, equipment, or property. Witness and document preparatory, initial, and follow-on inspections as part of the Government's Three-Phase Inspection Process. Identify and document deviations from approved contract documents and submit findings to the Project Delivery Team for review and determination. Provide technical feedback and quality observations to support project execution and successful delivery. Minimum 10 years of hands-on construction field experience. At least 5 years of experience as a Quality Control Manager, Superintendent, or similar construction leadership role. Active USACE Construction Quality Management (CQM) for Contractors Certification. Strong understanding of construction quality standards, inspection processes, and field documentation.
