Technical Manager

Overview We are seeking a highly skilled and adaptable Technical Manager to lead our software engineering team of approximately 25 professionals in the development of a high-visibility system for the Defense Information Systems Agency (DISA). This pivotal role requires a proactive leader who thrives in a dynamic environment, constantly researching and learning new tools and techniques to address evolving project needs. The ideal candidate will become the "go‑to" expert for all technical aspects of the project, leveraging deep knowledge of software development processes and Agile methodologies, particularly Scrum. As the key point of contact, this person will effectively coordinate and communicate technical matters across multiple teams, including the development team, direct customers, and external system users. Key Responsibilities Lead the design, engineering, and development efforts to ensure strategic vision alignment and execution. Provide leadership to refine and enhance the deployment and system maintenance processes, ensuring scalability and efficiency. Analyze existing documentation to identify areas for improvement; update and enhance documentation to maintain accuracy and relevance. Manage the creation and maintenance of essential documentation and system deliverables. Oversee the deployment of the system and lead troubleshooting efforts to resolve any issues promptly. Interface with various stakeholders within and outside of DoD to provide regular updates, respond to inquiries, and present potential solutions to emerging challenges. Wear multiple hats within the project scope, including roles as manager, developer (as needed), tester (as needed), documentation specialist (as needed) and customer liaison, ensuring comprehensive oversight and dynamic response to project needs. Balance security, schedule, and system effectiveness to implement optimal solutions. Adapt quickly to new technologies and changes in a fast‑paced and high‑intensity environment. Required Qualifications Proven experience in software engineering and team leadership. Strong familiarity with Agile (Scrum) methodologies. Excellent problem‑solving, organizational, and communication skills. Preferred Technical Skills Proficiency with Kubernetes and cloud environment operations Experience with Microservice Development Experience with React Development Experience with Kafka Knowledge of Service Mesh (ISTIO), API Gateway (Kong), and Keycloak Understanding of the DoD STIG process Experience with Jira, Bitbucket, Jenkins, and CI/CD Additional Requirements Must be eligible for Secret clearance and meet DoD security requirements. Ability to travel as needed to Fort Meade and the Pentagon.
