Job Summary The Procurement Compliance Manager is responsible for developing, implementing, and maintaining the organization's procurement compliance framework to ensure adherence to applicable Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Contractor Purchasing System Review (CPSR) requirements, Sarbanes-Oxley (SOX) controls, and other regulatory obligations. This position serves as the subject matter expert for procurement compliance and internal controls and is responsible for maintaining audit readiness for government, customer, and internal audits. The Procurement Compliance Manager also provides oversight of the Company's Small Business Subcontracting Program, supports cost and price analysis activities, manages conflict minerals compliance and reporting, and serves as the business process owner for Procure-to-Pay SOX controls. The Procurement Compliance Manager may supervise 1-3 personnel. Essential Duties and Responsibilities Mentor and provide guidance to junior buyers, purchasing specialists, and procurement staff. Serve as the primary owner of the Company's purchasing system and maintain compliance with FAR, DFARS, and CPSR requirements. Develop and maintain procurement policies, procedures, work instructions, and best practices to improve operational effectiveness and meet regulatory and internal control requirements. Responsible for the compliance training program for the purchasing staff. Duties include development and facilitation of training to staff. Participate in the supplier vetting process, and supplier audits, site visits, and performance reviews, as necessary. Ensure timely procurement of goods and services in compliance with FAR/DFARS, ITAR/EAR, and company policies. Provide guidance to staff on FAR/DFARS flow downs as well as assist in subcontract negotiations. Collaborate with Contracts and Legal departments on subcontract reviews, flow-down requirements, and supplier agreements. Lead preparation for Defense Contract Management Agency (DCMA) Contractor Purchasing System Reviews (CPSRs). Review procurement files for adequacy, completeness, and compliance. Conduct periodic procurement compliance reviews and self-assessments. Develop and monitor corrective action plans resulting from audits or assessments. Serve as the primary liaison with DCMA, DCAA, Internal Audit, and External Auditors. Ensure procurement records are maintained in accordance with applicable regulatory and contractual requirements. Monitor proposed and final updates to Federal regulations, brief leadership impacts and risks associated with the modifications, modify policies and procedures to account for the changes, and train the Procurement staff, accordingly. Ensure timely reporting of subcontract awards for executive compensation FAR requirements, as applicable. Oversee ongoing compliance with all applicable federal, contractual, and regulatory requirements. Responsibilities include managing supplier debarment and suspension certifications and ensuring compliance with cybersecurity, Buy America, Trade Agreements, Limitation on Pass Through rules, Anti Lobbying requirements, Counterfeit Parts Mitigation protocols, Specialty Metals restrictions, and other mandatory regulatory obligations. Maintain documentation, conduct periodic compliance reviews, and coordinate corrective actions to ensure full supplier adherence. Serve as the Company's Small Business Liaison Officer (SBLO), where designated, or manage SBLO staff to Ensure compliance with FAR 52.219-8, Utilization of Small Business Concerns, and FAR 52.219-9, Small Business Subcontracting Plan requirements. Manage staff, which may include, but is not limited to a Procurement Cost and Price Analyst. As applicable, perform due diligence and report on Conflict Minerals in compliance with Section 1502 of the Dodd-Frank Wall Street Reform and Consumer Protection Act and applicable SEC reporting requirements. Oversee and serve as the process owner for the SOX Compliance for Procure-to-Pay (P2P) controls. Monitor key performance indicators related to CPSR readiness, Audit findings, Supplier compliance, Small business performance, SOX control effectiveness, and Procurement cycle times. Recommend process improvements that balance compliance, efficiency, and business objectives. Support implementation and enhancement of procurement systems. Core Competencies FAR/DFARS experience; preferably CPSR experience Regulatory interpretation and application Cost or price analysis Risk assessment and mitigation Policy and process development Continuous improvementData analysis and reporting Training and talent development Qualifications and Requirements Authorized U.S. Person under ITAR regulations Bachelor's degree in Supply Chain Management, Business Administration, Finance, Law, Public Administration, or related field is preferred. Master's degree in related field is a plus Minimum of 8 years of progressively responsible experience in procurement, purchasing, supply chain, contracts, compliance, and/or audits, preferably supporting U.S. Government, Department of Defense (DoD), aerospace, defense, or government contracting environments Significant working knowledge of FAR, DFARS, and other federal procurement regulations is strongly preferred Experience supporting or participating in CPSRs, procurement audits, or government compliance reviews Experience with small business subcontracting plans and eSRS reporting Experience supporting or performing procurement cost or price analysis activities. Experience with SOX internal controls and audit processes. Ability to multitask with high attention to detail Ability to manage multiple priorities and complex procurement projects in a fast-paced environment Strong analytical, problem-solving, communication, and decision-making skills Excellent time management and strong organizational skills Proficiency in Microsoft Office suite (Word, Excel, Outlook) Ability to obtain and maintain a U.S. Security Clearance is a plus Experience with ERP/MRP systems and procurement analytics tools Physical Demands and Abilities Regularly spend long hours sitting and using office equipment and computers Regularly move from sitting to standing positions effortlessly Working Conditions Work will be completed in an office environment and includes some travel to trade shows.
