WASTEWATER UTILITY WORKER I
WASTEWATER UTILITY WORKER II

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.


DEFINITION


To perform a variety of skilled and semi-skilled maintenance activities on wastewater facilities; to operate and maintain a wide variety of maintenance tools and equipment; and to perform a variety of maintenance duties relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

Wastewater Utility Worker I --This is the entry level class in the Wastewater Utility Worker series. This class is distinguished from the Wastewater Utility Worker II by the performance of the more routine tasks and duties assigned to positions within the series including less complex maintenance and repair activities. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.


Wastewater Utility Worker II --This is the full journey level class within the Wastewater Utility Worker series. Employees within this class are distinguished from the Wastewater Utility Worker I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience. Advancement to Wastewater Utility Worker II is at the discretion of the Wastewater CPO and approval of Human Resources.

SUPERVISION RECEIVED AND EXERCISED
Wastewater Utility Worker I


Receives immediate supervision from the Wastewater Collection Coordinator or any higher level Wastewater division staff.

Wastewater Utility Worker II


Receives general supervision from the Wastewater Collection Coordinator or any higher level wastewater division staff.


ESSENTIAL FUNCTION STATEMENTS --Essential responsibilities and duties may include, but are not limited to, the following:


Essential Functions :

1. Operate assigned equipment and vehicles; perform minor maintenance and repairs as needed.
2. Conduct traffic control when working in high traffic areas of the City; install street barricades and cones prior to the performance of maintenance or repair activities; direct and control traffic around work sites.
3. Utilize proper safety precautions related to all work performed.
4. Respond to emergencies as needed.
5. Respond to inquiries and questions from the public.
6. May assist in performing other maintenance work as assigned.
7. Attend safety and training sessions and seminars.
8. Perform related duties as required.
9. Perform a variety of semi-skilled and skilled welding to fabricate tools and parts in support of the repair of assigned City vehicles, equipment and facilities.
10. Monitor, maintain and repair lift station,; ensure proper working condition; maintain and repair pump stations, sewer lines, control valves, , gauges, dials, graphs and other instrumentation.
11. Clean wastewater collection system; operate vactor truck to flush collection system and vacuum debris; open clogs in lines; clean manholes, wet wells and lift stations.
12. Maintain, compile and update operational logs and reports; perform and record mathematical calculations related to assigned operational activities.
13. Perform confined space entry duties; clean pumps, motors, feeders and other equipment to maintain appropriate plant operations.
14. Respond to emergency calls from the public and other divisions and/or agencies as required.
15. Perform on-call and weekend worker duties as required.
16. Perform other duties as assigned

QUALIFICATIONS

Wastewater Utility Worker I

Knowledge of :

• Methods and techniques of general maintenance and repair related to vehicles and wastewater maintenance.
• Operational characteristics of mechanical equipment and tools used in the maintenance of City vehicles and wastewater treatment systems.
• Basic principles and practices of mechanical repair and preventive maintenance.
• Shop tools and automotive maintenance equipment used in repairs.
• Basic principles and practices of wastewater operations.
• Occupational hazards and standard safety practices.

Ability to :

• Learn operation and repair characteristics of a wide variety of vehicles, equipment, pipes and facilities used in the City.
• Learn to utilize tools, equipment and procedures used in the welding and fabrication of vehicles, equipment, pipes and facilities.
• Learn to perform semi-skilled and skilled welding and fabrication activities.
• Learn to systematically perform preventive maintenance.
• Operate and maintain wastewater facilities.
• Read and interpret gauges and other recording devices related to wastewater operations.
• Take samples and perform routine laboratory tests.
• Attend and complete confined space entry training.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines

Experience:


One year of maintenance experience related to area of assignment is desirable.


Training:


Equivalent to the completion of the twelfth grade.


License or Certificate


Possession of, or ability to obtain, an appropriate, valid California driver's license by date of hire.


Possession of, or ability to obtain, an appropriate, valid C.P.R. certificate when assigned to water or wastewater treatment plant.


Possession of, or ability to obtain, an appropriate, valid First Aid certificate when assigned to water or wastewater treatment plant.


Possession of, or ability to obtain, an appropriate, valid Class B driver's license.


Wastewater Utility Worker II

In addition to the qualifications for Wastewater Utility Worker I:

Knowledge of :

• Operation and repair characteristics of a wide variety of vehicles, equipment, pipes and facilities used in the City.
• Advanced principles and practices of wastewater operations.

Ability to :

• Perform a variety of journey level maintenance and repair work in the area of work assigned.
• Perform semi-skilled and skilled welding and fabrication activities.
• Utilize tools, equipment and procedures used in the welding and fabrication of vehicles, equipment, pipes and facilities.
• Handle a variety of water treatment chemicals including chlorine in a safe and effective manner.
• Operate equipment within assigned area.
• Work independently without supervision.

Experience and Training Guidelines

Two years of maintenance experience within the area of assignment, or equivalent experience.

WORKING CONDITIONS

Environmental Conditions :


Field environment; wastewater treatment plant environment; exposure to noise, dust, grease, smoke, fumes, gases, heat, cold, waste and infectious materials and inclement weather conditions; work in or with water; work or inspect in confined spaces. Working with or near caustic/corrosive chemicals such as, but not limited to, Gas Chlorine and organic chemicals for weed abatement such as Round Up.


Physical Conditions:


Essential and marginal functions may require maintaining physical condition necessary for heavy, moderate or light lifting, bending, stooping, kneeling, walking or standing for prolonged periods of time.

EMPLOYEE BENEFITS :
Public Employees' Retirement System: The City provides the PERS retirement program, 2% at 55 for Classic Members and 2% at 62 for New Members.

Holidays: Twelve (12) specific holidays, plus forty (40) floating hours.

Vacation: Vacation leave starts at 12 days annually, increasing to 21 days based on time in service.

Sick Leave: Sick leave accrual of 12 days per year with unlimited accumulation. At retirement, unused sick leave may be applied toward retirement.

Medical, Dental, Vision: The city provides health insurance through Public Agency Coalition Enterprise (PACE). The City pays $1,710 towards medical, dental, and vision premiums.

Life: A Basic Life insurance policy of $50,000 is provided for all City of Lemoore employees.

Tuition Reimbursement : $750 annually for lower division course work, $1,500 annually for upper division coursework.
